Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics And Space Administration (NASA), specifically the NASA Shared Services Center, is seeking Fabric and Plastic Specimen Testing Services. This is a Combined Synopsis/Solicitation with an intent to award a sole source contract to PMIC for tensile, tear, and puncture stiffness testing of lunar suit fabric prototypes. However, interested organizations are invited to submit capabilities for consideration. Submissions are due by April 23, 2026, at 3:00 p.m. Central Standard Time.
Scope of Work
The primary objective is to characterize the performance of various prototype fabrics for lunar suit environmental protection garments (EPG) under lunar-like temperature conditions. The scope includes:
- Receiving, inspecting, photographing, labeling, and securely storing test specimens.
- Verifying specimen dimensions and preparing them for testing.
- Performing tensile, tear, and puncture stiffness testing on fabrics at hot (121.0 °C), ambient (23.0 °C), and cryo (-196.0 °C) conditions.
- Utilizing specified ASTM standards (D4032-08, D2261-13, F1342/F1342M-05, D5035-14).
- Logging force and temperature data, computing average and maximum forces, and collecting at least 100 data points per test.
- Providing photographs and videos of test setups and results.
- Revision A expands the scope to potentially include additional testing, analysis, or technical activities on NASA-supplied fabrics.
