This is a combined synopsis and solicitation (RFQ) for a commercial item to procure a minimum 30 Foot Vessel with Twin 300 HP V8 Verado Engines and Trailer for the National Park Service – Biscayne National Park. The government intends to award a Firm-Fixed Price Contract.

• All items must be delivered by 04/30/2027.

• The vessel hull is described as "SMALL CRAFT".

• Contract type: Firm-Fixed Price.

• Period of Performance: Estimated 05/01/2026 to 04/30/2027.

• Evaluation Factors: The award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price, ability to provide requested services/technical proposal, completion time, and past performance (including no active SAM.gov exclusions).

• Required Submissions: Completed SF18 and Pricing Table/Schedule, contractor response sections of FAR 52.204-24, Technical Approach for Services, and a formal quote on company letterhead including price, lead time, warranty, and capabilities.

• This solicitation is a Total Small Business Set-Aside.

• Companies must have a valid Unique Entity ID (UEI) number and active SAM.gov registration.

• Offerors must be self-certified under NAICS 336612 (Boat Building).

• A site visit is not scheduled (N/A).

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular (FAC) 2025-06.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

• FAR clauses 52.204-24 (Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment) and others are incorporated by reference.

I. Power & Propulsion:

• Two (2) 300 HP Mercury Verado four-stroke outboards (no substitution).
• Recessed Kiekhaefer 280's Trim Tabs with electronic controls, or equal.
• Two (2) stainless steel propellers.

II. Vessel Specifications:

• Length: Minimum 29'6" and Maximum 30'6".
• Beam: Minimum 9'6" and Maximum 10'.
• Maximum Draft: 20".
• Minimum 265-gallon fuel capacity (three tanks).
• Twin stepped V-hull, 24.5-degree deadrise.
• Cored laminated construction with 100% vinyl ester resin.
• High-density Coosa transom core.
• Hand-laid fiberglass construction.
• Four (4) full-length, full-height longitudinal stringers.
• Deck bonded with Plexus methacrylate, or equal.
• Watertight under-deck storage.
• Non-skid deck/cockpit.
• Foam flotation and self-bailing cockpit.
• Integrated dive platform and full transom.
• Heavy-duty black rub rail.
• Forward anchor locker.
• Choice of hull and deck gel coat colors (agency selection).
• Minimum 10-year structural warranty.

III. Mechanical & Electrical Systems:

• Recessed LED bow/navigation and anchor lights.
• Waterproof switches and breaker panel.
• Two (2) Rule 2000 GPH bilge pumps, or equal.
• Two (2) Rule float switches, or equal.
• Three (3) Deka Group 27 batteries, or equal.
• Three (3) independent battery switches.
• LED chart lights and boarding lights.
• Uflex electro-hydraulic power steering, or equal.
• Digital Throttle System (DTS).
• Mercury Vessel Smart View gauge.
• Fusion marine radio and speakers, or equal.
• VHF radio and antenna installation.
• Garmin GPS, radome, and thru-hull transducer installation (GFE if provided by agency).
• LED police light bar, siren, Whelen WPA Control Siren Box, and police radio installation (GFE).
• Stryker LED spotlight, or equal.
• All electronic connections must be marine-rated and waterproof heat-shrink type.

IV. Console, Hardware, and Vessel Configuration:

• Six (6) stainless steel fixed 8" cleats.
• Recessed stainless steel bow lifting ring with pop-up cleat.
• Two (2) stainless steel stern lifting rings.
• Center console with locking side-door access.
• Flush deck floor and internal false floor.
• 18" x 30" recessed, lockable electronics box.
• Stainless steel steering wheel with knob.
• Clear acrylic windshield (minimum 21” height).
• All applicable hardware shall be stainless steel.
• Leaning post with fold-down footstep.

V. Trailer Specifications:

• R30x trailer with 7.5” x 32” I-beams and stainless steel hardware, or equal.
• LED trailer lighting.
• 6000 lb axles with 16" radial tires.
• Minimum 5-year axle warranty.
• Lifetime structural warranty.

VI. Government-Furnished Equipment (GFE):

• Lists specific Garmin GPS, radome, VHF radio, spotlight, LED boarding lights, police radio/antenna, thru-hull transducer, radar plate, and light bar/siren equipment to be installed.

VII. Delivery Location:

• Biscayne National Park, 9700 SW 328th ST, Homestead, FL 33033.
