Scope of Work

Contract Details
This proposed contract action is a sole source procurement with Northrop Grumman Systems Corp (1580 W Nursery Road A, Linthicum Heights, MD 21090) under the authority of FAR 6.302-1(a)(2) (10 U.S.C 3204(a)(1)). The justification for sole source is that Northrop Grumman is the OEM and is unwilling to sell the complete data package. Competition would result in extensive duplication of costs (re-engineering, re-certification, environmental qualifications) and unacceptable delays in fulfilling agency requirements.
Submission & Evaluation
While this is a sole source action, all responsible sources may submit a capability statement, proposal, or quotation. These submissions will be considered by the agency, primarily for re-evaluating the sole source justification or potentially changing the acquisition strategy. However, the determination to compete this contract remains solely at the Government's discretion. The solicitation and any amendments for this sole source action will not be posted to SAM.gov and are available only from the identified Point of Contact.
