Terms and Conditions

This document outlines the "Terms and Conditions" applicable to the solicitation "70Z03826QB0000103". It details:

• Instructions to Offerors (52.212-1): Offerors must complete the "Requirement" document (Attachment 1) with unit prices. Offer prices must be held firm for 60 calendar days.
• Evaluation (52.212-2): This provision is not applicable. Instead, quotes will be evaluated on a competitive basis, with award made to the lowest priced offeror rated technically acceptable. Technical acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to provide new manufactured commercial items from the Original Equipment Manufacturer (OEM) or an OEM-approved source, and exact part numbers must be listed.
• Price: Offerors must provide pricing on the "Requirements – 70Z03826QB0000103" Excel sheet, including any quantity price discounts and prompt payment discounts.
• Responsibility Certifications (52.209-5 & 52.209-11): Offerors must certify regarding debarment, suspension, convictions, and delinquent Federal taxes. Corporations must also certify regarding unpaid Federal tax liability and felony convictions.
• Security Prohibitions and Exclusions (52.240-90): This provision addresses prohibitions related to covered telecommunications and video surveillance equipment/services, and business operations in Sudan and Iran. It requires offerors to represent and certify their compliance.
• Quality Assurance: Applicable to orders for products touching USCG aircraft.
