Quick Summary

The US Coast Guard (USCG), under the Department of Homeland Security, is soliciting quotations for the Procurement of Various Spares for the MH-65E Aircraft. This is a Total Small Business Set-Aside combined synopsis/solicitation (RFQ 70Z03826QB0000013) for commercial items. The contract will be an Indefinite Delivery - Requirements type with firm fixed pricing, consisting of a one-year base period and four one-year option periods. Quotations are due by May 25, 2026, at 12:00 PM EDT.

Scope of Work

This opportunity requires the provision of new, airworthy commercial specifications or standard military specifications/military standard parts for the MH-65E aircraft. Parts must be approved in accordance with Federal Aviation Administration (FAA) guidelines. Newly manufactured commercial items must come from sources able to provide a Certificate of Conformance (COC) and traceability to the Original Equipment Manufacturer (OEM). Offerors must provide necessary certification, including traceability to the manufacturer, manufacturer's COC, and their own COC. Traceability to the OEM must have only two exchanges prior to USCG delivery. Alternate parts are authorized if approved under the NATO catalog system and satisfy form, fit, and function requirements, subject to SRR Engineering approval. NO SUBSTITUTE PARTS WILL BE CONSIDERED.

Evaluation

Award will be based on the Lowest Price Technically Acceptable (LPTA) process, considering three factors:

  1. Technical Acceptability: Evaluated on the ability to provide new manufactured commercial items approved by an OEM or authorized distributor, meeting OEM specifications for form, fit, and function. Quotes for only the base period will be found technically unacceptable.
  2. Past Performance: Assessed on demonstrated record of relevant performance, including quality, delivery, contractual compliance, and customer satisfaction.
  3. Price: Evaluated for fairness and reasonableness, with Attachment 1 (Schedule) requiring completed unit prices. Unbalanced option period prices may lead to unacceptability.

The Government reserves the right to make a single award, multiple awards covering different subsets of CLINs, or no award. An assumed administrative cost of $500 per contract will be factored into multiple award decisions.

Key Requirements & Notes

  • Attachments: Bidders must utilize "Attachment 1 – Requirements" (Excel spreadsheet detailing parts and quantities) for pricing and "Attachment 2 – Terms and Conditions" for contractual clauses and evaluation criteria.
