• Period of Performance: July 1, 2026, to September 30, 2026 (FY26 Q4).

• Offers must include solicitation number, offeror's name/address/phone, Unique Entity Identifier (UEI), and EFT indicator.

• Evaluation will be based on factors detailed in Attachment C - Evaluation Factors and Award Information.

• The Government intends to evaluate offers and award a contract without discussions.

• The acquisition is set aside for Women-Owned Small Business (WOSB) at 100%.

• NAICS Code: 424480.

• Quantities listed are estimated total quantities for the period of performance; no minimum or maximum quantities are guaranteed.

• Deliveries will be scheduled weekly on a mutually agreed-upon day.

• Delivery Schedule: Deliveries are weekly on an agreed-upon day. The contractor will be contacted prior to each delivery with the exact quantity. Deliveries on Federal Holidays will be rescheduled to the next workday.
• Delivery Hours: Monday through Friday, 7:00 a.m. to 1:00 p.m. No appointments are required.
• Delivery Requirements:
  • All deliveries must be palletized unless prior arrangements are made.
  • Drivers must assist in unloading; there is no loading dock, so drivers must push pallets to the edge for forklift unloading.
  • Contractors are responsible for informing shipping companies and drivers of these requirements.

• Additional Requirements:
  • Strict compliance with BOP Menu Specifications is mandatory. Failure to meet specifications will result in refusal.
  • Non-frozen, perishable foods must be delivered between 34°F and 40°F.
  • All items will be closely inspected.
  • Unacceptable items must be picked up by the vendor within two weeks of notification; otherwise, they will be disposed of at the vendor's expense.
• Invoicing:
  • An addendum to FAR 52.212-4 regarding invoicing is referenced.
  • Vendors must submit a single invoice for all delivered and accepted items to SET-BusinessOffice-S@bop.gov. Unreadable invoices will be rejected.
  • All payments will be made via Electronic Funds Transfer (EFT), not by purchase card.
  • Small business vendors must self-certify their small business status for the assigned NAICS code on all invoices.

• Award Basis: Award will be made to the responsible Quoter whose quote conforms to requirements and provides the best value.

• Evaluation Factors:

  • Price: To be evaluated for fairness and reasonableness.
  • Past Performance: Will include prior experience, similar performances, CPARS information, and other relevant data.
  • Technical: Evaluation of the Product Offered (Brand or Manufacturer).

• Line Items: Some line items may not be awarded.

• Pricing: Prices with more than 4 decimal places will be rounded up. Shipping and/or freight charges must be included in the unit price.

• Non-Responsive Quotes: Will not be considered for award. Reasons include:

  • Missing DUN & Bradstreet Data Unique Entity ID (UEI).
  • Failure to have a current and valid registration in SAM.gov.
  • Failure to provide any other required information.

• Line Item Non-Responsiveness: May occur due to changes in item specifications (no substitutions accepted), illegible information, or failure to include shipping/freight charges.

• Quote Submission: Legible quotes must be emailed to ekramer@bop.gov in PDF format by the specified deadline. Quotes submitted by other means will not be accepted without prior approval. Late quotes will be handled per FAR 52.212-1(c).
