SOURCES SOUGHT MARKET SURVEY FOR CONTRACTOR FACILITY PRODUCT DEMONSTRATION OF TACSAT RADIO CAPABILITY FOR FOREIGN MILITARY SALES

This is a request for product demonstration only as part of market research and is in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10. 

This is not a solicitation/request for proposal and no contract shall be awarded from this product demonstration request. 

All comments and questions regarding the product demonstration and schedule should be sent to Contract Specialist, Naomi Cross at naomi.cross2.civ@army.mil. 

All responses shall be received no later than 10 December 2025 at 12:00pm EST.

All questions and comments must be in Microsoft Word or Excel ans sent to the emails listed above; no telephone calls will be accepted. No office calls or one on one meetings shall be requested or held related to this product demonstration request. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. 

Interested parties are responsible for adherence to all export regulations and are responsible for all expenses related to the demonstration.

If interested in participating in the Product Demonstration, please do the following:

1. Review the attached "K4-B-VAA_Product Demo_Market Survey" document. 

2. Submit a brief capabilities statement package documenting ability to demonstrate the products/systems and/or services listed in the Product Demo Market Survey document. 

3. Your response to this Sources Sought Market Survey, including any capabilities statement , shall be electronically submitted to the Contract Specialist, Naomi Cross, in either Microsoft Word or Portable Document Format (PDF) via email to naomi.cross2.civ@army.mil no later than 12:00pm EST 17 December 2025 and reference this synopsis in subject line in the email and all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. 

If your organization has the potential capacity to provide the required products/systems, please provide the following information in your electronic response:

  • Name of Organization, Company Cage Code, DUNS, Address, Point(s) of Contact with telephone number and email address.
  • Size of Business (Small or Large) and any Small Business Status (8(a), HUB Zone, veteran-owned, women-owned, etc.).
  • Please indicate which NAICS code(s) your company usually performs
  • Description of how the requirements of this notice will be performed, to include the ability to obtain the documentation (e.g., manuals, drawings, etc.) necessary to comply with the performance requirements (i.e., up, training, import/export, etc.).
  • Description of organizational organic capabilities that enable demonstration of the required efforts, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is necessary in order to deliver the capability, the response must address the administrative and management structure of such arrangements.
  • Time to deliver demonstration, demonstration agenda, period and what technology and capabilities will be demonstrated.
  • Dates available for demonstration between 6 December 2025 and 23 December 2025
  • If applicable, indicate in which countries similar work has been performed, providing examples.
  • The EAR / ITAR classification of all proposed equipment shall be identified. 

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
