Sources Sought Notice

This notice is issued by Fleet Readiness Center Southeast (FRCSE) to gather market information and identify potential sources for Production Support Services (PSS) for aircraft and associated repair shops at NAS Jacksonville, FL, and its remote sites. This is a follow-on requirement and is not subject to bundling or consolidation. The government is seeking constructive industry feedback to improve an upcoming Request for Proposal (RFP).

• The procurement is for PSS for aircraft lines and associated repair shops.

• It is anticipated to be a Single Award IDIQ contract with CLINs for Labor.

• The contract will procure Non-Performance based Level of Effort augmented services.

• Approximately 290,000 man-hours per year are expected over a five-year performance period.

• An estimated 149 Full Time Equivalents (FTEs) are expected per year.

• Primary work locations include NAS Jacksonville (90% of man-hours/FTEs), NAS Mayport, Cecil Commerce Center, NAS Oceana, and NS Norfolk.

• Special requirements, including security clearances, facility requirements, and certifications, are detailed in Attachment 1, Draft SOW.

• Anticipated Final RFP Release: FY26 Quarter 4

• Estimated Award Date: February 21, 2027

• Period of Performance/Ordering Period: April 21, 2027 – April 20, 2032

• Contract Type: To be determined (anticipated Single Award IDIQ)

• Incumbent Contract: Prolog, Inc., N6134021D0017, CPFF IDIQ, ending April 20, 2027.

• Interested parties are requested to provide responses to specific questions regarding past performance, task management, team management, and management approach.

• Feedback on the draft SOW and DRAFT PSS LOE is also requested as a separate submission.

• Capabilities statements must adhere to a 10-page limit, Times New Roman 10pt font, and be submitted as a Microsoft Word document via email.

• Responses are due by 2:00 PM EDT on June 5, 2026.

• All questions must be submitted via email.

• Applicable NAICS code: 561210, Facilities Support Services, with a Small Business Size Standard of $47 Million.

• Businesses of all sizes are encouraged to respond.

• Respondents must clearly identify their business size (Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business).

• FAR 52.219-14 Limitation on Subcontracting applies; small businesses must perform at least 50% of the work. Similarly situated small businesses may team to meet this requirement.

• Responses are voluntary and do not commit the government to award a contract.

• No funds are available to pay for response preparation.
