This document is a combined synopsis/solicitation for arborist/tree maintenance services at Saint-Gaudens National Historical Park in Cornish, New Hampshire. The National Park Service intends to award one Firm-Fixed-Price Purchase Order.

• The primary requirement is for maintenance of several trees within the cultural landscapes of Saint-Gaudens National Historical Park.

• A detailed description of requirements is provided in the attached Scope of Work (SOW).

• Contract Type: Firm-Fixed-Price Purchase Order.

• Period of Performance: Anticipated to be completed within six (6) months after the date of award.

• Submission Method: Written quotes are requested via RFQ Number 140P4326Q0040.

• Submission Deadline: Quotes must be received no later than 10:00 AM ET on June 25, 2026.

• Submission Instructions: All quotes must be emailed to Edward Yongo at edward_yongo@ios.doi.gov.

• Questions Deadline: Questions regarding the solicitation must be directed to Edward Yongo by 10:00 AM ET on June 18, 2026.

• Evaluation Factors: Award will be made to the lowest-priced responsible Offeror whose offer conforms to the solicitation requirements. Evaluation will consider technical capability, past performance, and price. Technical factors and past performance, combined, are approximately equal in importance to price.

• This solicitation is a Total Small Business Set-Aside.

• NAICS Code: 561730 (Landscaping Services) with a size standard of $9.5 Million.

• A pre-bid site visit is scheduled for Tuesday, June 16, 2026, beginning at 1:00 PM at Saint-Gaudens National Historical Park.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2026-01, March 13, 2026.

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).

Wage Determination

This document is a Wage Determination issued under the Service Contract Act (SCA) for Sullivan County, New Hampshire. It establishes the minimum wage rates and fringe benefits required for various occupations performing contract work within the specified geographic area.

• Geographic Applicability: Applies to cities and towns in Sullivan County, New Hampshire, including Acworth, Charlestown, Claremont, Cornish, and Croydon.

This wage determination is crucial for bidders to accurately estimate labor costs for any contract that requires services within Sullivan County, New Hampshire, and is subject to the Service Contract Act. It ensures compliance with federal labor laws regarding minimum wages and benefits.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide needed maintenance to landscape trees at Saint-Gaudens National Historical Park (SAGA) and the Blow-Me-Down Farm (BMDF).

• Tree Fertilization: Deep tine fertilization for a Thornless Honey Locust (67 inch DBH) and an American Elm (30 inch DBH) on the main campus. Fertilizer must include a mycorrhizal fungi solution.

• Tree Removal & Replacement: Remove and replace three Lombardy Poplars (3-8 inches DBH) with an approved substitute species. Remove five dead, damaged, or declining trees (14-20 inch DBH) at BMDF. Remove two trees (13.5-39 inch DBH) at BMDF. All replacement trees must be a minimum of 10 feet in height.

• Stump Removal: Grind stumps of five trees at BMDF to 3" below grade, fill with topsoil, and apply a fescue blend. Grind stump of a previously removed White Birch on the main campus and plant a new tree.

• Tree Pruning: Prune four trees (14.5-20 inch DBH) on the main campus to remove dead, dying, and weak branches. Prune four large, mature oaks at BMDF to reduce weight and remove dead, dying, diseased, and weak limbs. Pruning must adhere to ANSI Z133 and ANSI A300 standards, focusing on dead, dying, diseased, interfering, or weakly attached branches. Dead wood over 2 feet in length must be removed regardless of diameter.

• Tree Planting: Plant an American Elm cultivar resistant to Dutch Elm Disease to replace one removed previously. All planted trees must meet ANSI Z60.1 standards, be healthy and vigorous, and transported/stored with care for roots and foliage.

• Fertilizing: Apply slow-release liquid fertilizer with mycorrhizal inoculant using deep-tine injection (minimum 4 inches deep, 2-3 feet spacing) targeting the entire root zone during spring or fall.

• All work must be performed in accordance with applicable codes and accepted industry standards.

• Work must be under the direction of an ISA-certified Arborist.

• An experienced Crew Supervisor must be present at all times.

• Work around power lines must comply with OSHA 29 CFR 1910.269 and 1910.331-335.

• All operations must comply with ANSI Z133.1-2000 and Federal OSHA safety requirements.

• Cleanup and restoration of all disturbed areas are required.

• Air and water pollution control measures must be implemented.

• A two-year warranty on replaced or planted trees is required.

• Work to be performed at Saint-Gaudens National Historical Park (SAGA) and Blow-Me-Down Farm (BMDF).

• Work shall be completed within six (6) months following the Notice to Proceed.

• Work hours are 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays, unless authorized otherwise.

• Tree removal may be restricted from April 1 – October 30 due to potential endangered bat species; other aspects may be completed outside these dates with COR approval.

• Contractor must provide all necessary equipment, including bucket trucks, aerial lifts, chippers, wood trucks, and stump grinders.

• Contractor must submit a detailed work schedule for COR approval within seven (7) calendar days of Notice to Proceed.

• Work must be scheduled to avoid interference with normal park activities.

• Safety is paramount due to proximity of pedestrians, vehicles, and structures.

• Contractor must provide a safe and healthful workplace, including a first aid kit and fire extinguishers.

• No smoking in or around buildings; designated areas only.

• Drug and alcohol-free workplace.

• Warning signs and barricades must be erected as needed.

• Contractor is responsible for protecting existing structures, utilities, and landscape features.

• Damage to existing features must be repaired at no cost to the Government.

• Park staff will review trees before planting; defective trees will be replaced.

• Planting is weather-dependent and must follow locally accepted practices and ANSI A300 Part 6.

• Contractor must provide 48-hour notice prior to planting for COR inspection.

• All work and equipment must conform to relevant ANSI and OSHA standards.
