This solicitation is for Professional Art Framing Services for the National Museum of the Marine Corps (NMMC). The government intends to award a single firm-fixed-price (FFP) contract on an "all-or-none" basis.

• Professional fine art framing services in accordance with the Performance Work Statement (PWS) and Pricing Table.

• The contractor will be responsible for picking up works of art and fine art prints from the NMMC art collection and delivering them to specified locations.

• Services are to be performed at the Contractor's facility.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: 01 August 2026 to 31 July 2031 (5-year ordering period).

• Estimated Maximum Value: USD 16,500,000.00 (Size Standard for NAICS 561990).

• Minimum/Maximum per Order: $100.00 to $300,000.00.

• Offer Due Date: 29 June 2026, 11:00 AM Eastern Time.

• Quotes must demonstrate technical compliance with the PWS and meet the period of performance.

• Quotes must include pricing and technical information.

• Evaluation will be based on Price, Technical Compliance, Past Performance, and Completeness/Accuracy.

• Award will be made to the responsible offeror whose quote is most advantageous to the Government, with price being the primary factor.

• The government intends to award without discussions, but reserves the right to conduct them.

• This solicitation is a total set-aside for small business concerns. Only quotes from small businesses will be accepted.

• Questions regarding the RFQ must be submitted via email by 15 June 2026, 11:00 AM Eastern Time.

• Invoices must be submitted via Wide Area Workflow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional art framing services for eight (8) original works of fine art and two (2) prints for the NMMC (Naval Medical Museum).

• Site Visit: Conduct a site visit to the NMMC Museum Support Facility (MSF) within 20 days of task order award, including an intake meeting with the TPOC to discuss art, frame selections, and scheduling.

• Custom Framing: Frame works on canvas and paper according to specifications in Attachment 1. This includes using appropriate matting (8-ply or 4-ply acid-free for originals), museum-grade Plexi (non-reflective, UV-coated for originals; non-glare for prints), and archival backing boards. All framing must meet Professional Picture Framers of America (PPFA) and museum standards.

• Hardware: Install "D" rings and picture wire on all framed works for hanging.

• Corrections: Redo any rejected work within ten (10) business days, adhering to PPFA and museum standards.

• Material Substitution: If a selected molding is discontinued, recommend a similar alternative at no additional cost.

• Archival Materials: All materials must be archival quality and museum grade.

• Touch-ups: Be available within 48 hours for frame touch-ups at the NMMC MSF or art gallery.

• Transport: Pick up, prepare (wrap securely), and transport works in a climate-controlled vehicle to the MSF. Deliver framed works to the MSF.

• Framing must be completed within 6 months of task order award.

• Framing completion is 15 working days after pickup of the works of art and prints.

• Site visit completion within 20 days of award.

• 8 framed artworks and 2 framed prints, delivered to the TPOC for inspection at the MSF.

• All Terms and Conditions of the master IDIQ contract M00264-26-D-XXXX and its PWS are incorporated.

• Materials must be archival quality and museum grade.

• Glazing on original works must be non-reflective, UV-coated, museum Plexi.

Performance Work Statement (PWS)

This PWS outlines the requirements for professional custom art framing services for the National Museum of the Marine Corps (NMMC) fine art collection and fine art reproductions on paper and canvas.

• Provide custom art framing for original works of art and fine art prints on canvas and/or paper.

• Frame works on canvas, including stretching canvas giclée prints onto stretcher bars.

• Frame original works on paper with acid-free mat board and UV-coated, non-reflective museum Plexi.

• Install "D" rings and picture wire on framed works for hanging.

• Ensure all framing meets Professional Picture Framers of America (PPFA) and museum standards.

• Provide archival backing board approved by the Technical Point of Contact (TPOC).

• Recommend alternative moldings if selected ones are discontinued.

• Use archival quality and museum-grade materials, including UV-coated museum Plexi for glazing.

• Perform touch-ups on frames as needed within 48 hours.

• Pick up and transport artworks from NMMC or Museum Support Facility (MSF) and deliver framed works back.

• Prepare works for safe transport using appropriate protective materials and a climate-controlled vehicle.

• Framing must meet PPFA and museum standards.

• Rejected work must be redone within ten (10) business days.

• Contractor's facility must maintain climate and humidity controls (50-60% RH, 68-72°F).

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) with a 5-year ordering period.

• Place of Performance: Framing work to be conducted at the Contractor's facility. Pick-up and delivery to NMMC or MSF in Triangle, VA.

• Hours of Operation: Contractor support Monday-Friday, 0900-1600, with potential schedule adjustments.

• Contractor must have a minimum of five (5) years' experience as a professional framer with museum collections.

• Proof of professional development in conservation methods (e.g., Master Certified Picture Framer exam) is required.

• Contractor is responsible for all travel and per diem expenses.

• NMMC artwork is considered Government property during transport and framing.

• Contractor personnel require a valid driver's license or government-approved ID for facility access.

• Pricing is based on defined size ranges (Small: <=18"x20", Medium: >18"x20" to <=30"x36", Large: >30"x36" to <=40"x60").
