This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and FAR Part 13. The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single Firm Fixed Priced contract for Professional Development services.

• The solicitation seeks Professional Development Services for the BIE Riverside Indian School.

• Products must be fully manufactured and available, not refurbished, grey market, or on backorder.

• Lead times for delivery must be included.

• Offerors must provide product specifications and a technical statement demonstrating experience.

• Certifications as applicable to the Statement of Work (SOW) are required.

• A detailed timeline demonstrating the ability to meet the delivery deadline is necessary.

• Period of Performance: August 3, 2026, to May 31, 2027.

• Pricing: An all-inclusive firm fixed price is required, covering all applicable Federal, State, and local taxes and duties, as well as any removal or installation costs.

• Quotes will be evaluated based on FAR 13.106-2(b)(3) with comparative evaluations to determine the best value for the Government.

• Evaluation factors include: conformance to specifications, technical experience, certifications, delivery timeline, and price (completeness and reasonableness).

• Offerors must be registered in SAM.gov.

• This acquisition is set aside 100.00% for Indian Small Business Economic Enterprises (ISBEE).

• Offers are solicited only from Indian Economic Enterprises that are also small business concerns.

• Offers from enterprises that are not both Indian Economic Enterprises and small business concerns will not be considered and will be rejected.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain comprehensive professional development, leadership development, culture-building, and implementation-support services designed to equip staff with research-based relational, social-emotional, and behavioral practices to improve overall school culture and student outcomes.

• Professional Development Training: Multi-day learning experiences for educators focusing on relational capacity, positive school culture, emotionally safe classrooms, and structured communication models, with follow-up digital resources.
• Curriculum and Classroom Resources: Materials supporting student development in leadership, communication, character-building, and interpersonal skills, aligned with training practices.
• Implementation Coach / Strategist Support: Assigning qualified personnel to support leadership teams, provide coaching (on-site/virtual), assist with implementation plans, and track progress.
• Leadership Behavioral Assessment & Development Planning: Providing validated assessments for school leaders, creating individualized development plans, and offering coaching.
• Culture and Climate Survey: Administering a multi-year, evidence-based survey to staff, students, families, and stakeholders to measure campus culture, climate, and implementation fidelity, providing data for decision-making.
• Technology & Digital Platforms: Providing access to platforms for training modules, leadership assessment reports, survey administration, and progress monitoring.

Aligns with the school year, including professional development, leadership support, implementation coaching, survey administration, and ongoing monitoring.

• Organizational Experience: Minimum of five (5) years providing professional development and school-culture services to K-12 institutions, with demonstrated experience in integrated systems and a proven record of implementing research-supported frameworks.
• Personnel Qualifications: Expertise in the contractor's framework, experience coaching/training teachers and administrators, and knowledge of data-driven improvement practices.
• Leadership-Assessment Capability: Ability to provide validated assessment tools, individualized development plans, and coaching.
• Curriculum Development Capacity: Ability to provide student-facing resources aligned with training practices.
• Survey and Data Analytics Capability: Ability to administer multi-stakeholder surveys, expertise in data analysis, and a secure digital system for reporting.
• Compliance with Federal Standards: Meeting federal requirements for responsible vendors, including financial stability and performance history.
