Labor Mix Estimate:

• Provides a breakdown of estimated labor hours and percentages for various labor levels (Entry, Junior, Low Mid-Level, High Mid-Level, Low Senior, High Senior).
• Total estimated labor hours: 517,440 (excluding Surge or Special Studies).
• Offerors are not required to strictly adhere to this mix but must explain any deviations in their Staffing Plan Narrative.

Personnel Qualifications:

• Details specific labor categories (e.g., Acquisition Management Support, Analyst, Engineer, Logistician).
• For each category, it specifies:
  • Labor Level (e.g., Junior, Senior)
  • Minimum and Preferred Years of Relevant Experience
  • Minimum Degree Requirements and Preferred Degrees
  • Required Certifications (if any)
  • Required Specialized Experience
  • Security Requirements (e.g., SECRET, CONFIDENTIAL)
  • Tasking Descriptions outlining key responsibilities.

This document is crucial for bidders to understand the government's expectations regarding the skill sets and experience levels needed for successful contract performance. It guides proposal development, particularly in staffing plans and demonstrating how proposed personnel meet or exceed these qualifications. Deviations from the estimated labor mix must be justified to avoid potential evaluation weaknesses or deficiencies.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide expert support to the Program Executive Officer (PEO) Ships, PMS 470, in executing its responsibilities for the BBG(X) Class and Naval Power and Energy Systems. The goal is to assist the program office in satisfying current and future Navy needs through integrated logistics, program management, acquisition, business/financial management, and performance analysis.

• Integrated Logistics Support (ILS): Provide expertise in ILS, technical services, lead ship planning, logistics deficiencies identification, meeting facilitation (IPTs, ILSMTs, etc.), review of HM&E and Combat Systems ILS requirements, and technical publication support (definition, readiness analysis, shipboard library outfitting).

• Program Support & Management: Offer executive, analytical, and administrative support; coordinate program office operations; manage documentation and information systems; monitor program schedules; support program planning and integration; provide liaison with Navy, DoD, and Congress; manage public affairs actions; monitor and control program execution; support Naval Power and Energy Systems (NPES) Technology Development Roadmap (TDR); manage international agreements; and administer the Integrated Data Environment (IDE).

• Acquisition & Contract Management: Support BBG(X) program acquisition planning and execution, including strategy development, data calls, statutory/regulatory reporting (e.g., APB, DAES, SAR), Milestone B planning, and contract administration support (QPR, AFB, CPAR, PR development, conformed contracts, CLIN/SLIN tracking, CDRL tracking, CCB coordination).

• Business and Financial Management: Manage business financial operations, cost estimation, planning, budgeting, and execution. This includes budget formulation/justification, budgetary analysis, Program Objective Memorandum (POM) support, Government Furnished Equipment (GFE) analysis, task planning system proficiency, requirements allocation, financial execution (Navy ERP proficiency), account reconciliation, financial performance assessments, change order analysis, and budget/financial data call responses.

• Integrated Performance Analysis: Accumulate and analyze cost and performance data (including EVMS), project future trends, and develop a coherent narrative. This involves data gathering, EVMS guidance and surveillance, IPMR/CSDR support, analysis of EVM and production data, IMS analysis, cost analysis, studies, cost estimate development, Price to Government (PTG) assessments, EAC development, rate/index analysis, affordability/should cost analysis, risk analysis, and industrial base analysis.

• Deliverables (studies, analysis, reports) must be factually accurate, complete, high quality, and adhere to due dates.

• Services should reflect innovative techniques to increase efficiency and control costs.

• Performance will be assessed via Award Term Reviews and Contractor Performance Assessment Reports (CPARs).

• Place of Performance is primarily within the Washington, DC metro area (contractor facility or telework). Travel to Naval Surface Warfare Centers, shipyards, vendor facilities, and other locations may be required.

• Contractor must provide a facility in the Washington DC Metro area with unclassified conference rooms.

• Contractor must possess a SECRET facility security clearance and maintain safeguarding at the SECRET level.

• Requires COMSEC for SIPRNet equipment and NATO access.

• Must provide an integrated team ready to ramp up within 60 days.

• Develop and maintain an Integration Plan (IP).

• Encrypt electronic messages containing PII or CUI.

• Complete mandatory training (Antiterrorism, CTIP, IA/Cyber Awareness, PII, etc.).

• Obtain necessary PKI Certificates and Common Access Cards (CACs) as required.

• All data/deliverables become Government property.

• Surge requirement of up to 45 man-years of services is an option.
