The Department of the Army's Aberdeen Test Center (ATC) is conducting a Sources Sought / Request for Information (RFI) to identify industry capabilities for a highly mobile off-road test course and terrain measurement system, referred to as a Profilometer. This system will support the testing of a broad spectrum of equipment for the DoD and other entities. Responses are due by March 18, 2026.

Scope of Work

ATC requires a stand-alone, highly mobile off-road terrain measurement system (Profiler) consisting of a prime mover and a data collection system. Key components and capabilities include:

  • Prime Mover: A rugged, commercially available 4WD off-road capable vehicle with at least 350mm ground clearance and a 25-degree breakover angle. It must be capable of traversing difficult off-road terrain, secondary roads, and public roads, complying with Maryland Title 24 Vehicle Laws. The vendor is responsible for acquiring and integrating the vehicle platform.
  • Data Collection System: Micro-terrain measurement (scanning) instrumentation and an Inertial Navigation System (INS). The INS will correlate scan data to a common earth-referenced coordinate system using a high-grade Inertial Measurement Unit (IMU) and differential GPS.
  • Software: An end-to-end software package for system control, processing, and data analysis, which must be Army Golden Master (AGM) Compliant. Data must be exportable in non-proprietary formats (e.g., .csv) and visualized/processed quickly.
  • Performance: The system must accurately measure inputs into vehicles under test, detect features from small pebbles to large rocks, operate continuously for at least 4 hours, and measure within a speed range of 5 mph to 55 mph. It must have a measurement range of at least 510 mm and measure obstacles up to 450 mm. Drones with lidar are not considered sufficient.
