Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army, ACC-APG, is soliciting proposals for a Profilometer Terrain Measurement System for the Aberdeen Test Center (ATC) in Aberdeen Proving Ground, MD. This system will be a highly mobile off-road test course and terrain measurement system. This acquisition is a Total Small Business Set-Aside. Proposals are due April 20, 2026, at 10:00 AM Local Time.
Scope of Work
The Aberdeen Test Center requires a Profilometer system to measure inputs into vehicles under test, particularly in soft soil conditions, and ensure test course consistency. The system will consist of a rugged off-road prime mover vehicle, micro-terrain measurement (scanning) instrumentation, an Inertial Navigation System (INS) for position and orientation, and an end-to-end software package for system control, data collection, processing, and analysis. The system must traverse ATC test courses (approx. 64 km on 1320 hectares) and be operable year-round.
Contract Details
- Contract Type: Firm Fixed Price (FFP) for the Profilometer system and Contract Data Requirements Lists (CDRLs).
- Period of Performance: Delivery of the system is required within 365 Calendar Days from the date of award.
- Set-Aside: Total Small Business Set-Aside.
- NAICS Code: 334519 (Electrical And Electronic Properties Measuring And Testing Instruments), with a size standard of 1250 employees.
- Place of Performance: Aberdeen Proving Ground, MD.
Key Requirements & Deliverables
The system must meet specific performance standards for off-road capabilities, sensor resolution, data formats (e.g., MATLAB, Python readable), and environmental resistance. Bidders must address both Threshold Rank requirements (mandatory for a sufficient solution) and Objective Rank requirements (Vital or Critical, enhancing performance and usefulness). Key deliverables include:
- The complete Profilometer system.
- Comprehensive system documentation (operations, software, maintenance manuals).
- Vendor-provided operation and maintenance training.
- A 12-month warranty on equipment and software.
- Completion of a Design Review, Initial System Test, and Final System Test as specified in the CDRLs and PWS.
Submission & Evaluation
Proposals are due April 20, 2026, at 10:00 AM Local Time, and must be submitted electronically via email. Evaluation will be based on an integrated assessment of Technical (significantly more important), Past Performance (equally important to Cost/Price), and Cost/Price factors. An "Acceptable" rating is required for all factors. Offerors must be registered in SAM and comply with cyber incident reporting and NIST SP 800-171 requirements. Bidders must provide a Past Performance Questionnaire to their references, due by April 16, 2026, or 15 days after receipt, whichever is sooner. A specific Cost Breakout Sheet must be used to detail pricing for Threshold and Objective requirements.
