Performance Work Statement (PWS)

This PWS outlines the requirements for providing Program Analysis, Administrative Support Services, and Logistic Support to the Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) Inspector General (IG) office. The goal is to ensure the effective and efficient operation of the IG office.

The contractor shall provide personnel to perform the following services:

• Program Management Support: Assisting the IG office with investigations, audits, assessments, reviews, and command evaluations.

• Administrative Support: Handling daily tasks such as screening correspondence and calls, and formatting/distributing official communications.

• Logistic Support: Coordinating witness contacts, arranging meetings, facilitating visits, scheduling inspections, and maintaining files.

• NIGHTS Program Management: Managing the Naval Inspector General Hotline Tracking System (NIGHTS) database, including creating and updating case files, generating status reports, and ensuring compliance with policies.

• Audit Assessment Program Management: Coordinating and tracking audits for CNSP commands, providing administrative assistance to auditors, advising the IG on audit findings, and managing the intake, tasking, tracking, and closeout of all audits.

• Period of Performance: One Base Year (June 9, 2026 – June 8, 2027) and one Option Year (June 9, 2027 – June 8, 2028).

• Place of Performance: COMNAVSURFPAC Bldg 11, Room 105, 2841 Rendova Road, Naval Base Coronado, San Diego, CA 92155.

• Security: Contractor personnel must possess a Secret Clearance and a NIGHTS user ID at the time of proposal submission and maintain it throughout the contract. A DD 254 is attached.

• Quality Control: The contractor must develop and maintain a Quality Control Program (QCP), submitted within 5 days of award.

• Hours of Operation: Services are required between 0630-1630 Monday through Friday, excluding Federal holidays, unless otherwise approved.

• Key Personnel: The NIGHTS Manager and Audit Assessment Coordinator are considered key personnel.

• Government Furnished Items: Workspace, office supplies, computer resources, and communication networks will be provided by the Government.

• Contractor Furnished Items: The contractor is responsible for personnel, a SECRET facility clearance, and maintaining the SECRET security clearance for employees.

• Type of Contract: Firm Fixed Price Order.
