Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the services required to perform Program Depot Maintenance (PDM) for the Royal Saudi Air Force (RSAF) F-15SA aircraft. The primary goal is to sustain the operational readiness and service longevity of the RSAF F-15SA fleet.

• Perform scheduled PDM and related inspections as per the "Work Specification (WS) for The Royal Saudi Air Force (RSAF) F-15SA Program Depot Maintenance (PDM) Model Contract XXXXXX-XX-X-XXXX".

• Conduct nondestructive inspections of assets both on and off the aircraft.

• Install assets that pass inspection back onto the aircraft.

• Install Government Furnished Property (GFP), maintain GFP calibration dates, and maintain GFP serviceability.

• Perform aircraft receipt, inspection, maintenance, modification, final processing, and delivery tasks.

• Key technical requirements include aircraft receipt, disassembly, structural and systems work, compliance with Depot-level Time Compliance Technical Orders (TCTOs), final processing, and testing/delivery including Functional Check Flights (FCF).

• Quality of repair: Assets must be repaired in accordance with applicable Technical Orders (TOs), Country Specific Technical Orders (CSTOs), and directives. Specific metrics include pass rates for initial inspection, subsequent attempts, and limits on PQDRs/QDRs. No more than one Category I Major finding and one Category II Major finding during customer post-PDM receiving inspection.

• Delivery of repair: Repaired assets must be delivered according to the contract/order schedule. A standard flow of 117 flow days per aircraft is maintained. Late deliveries require notification and negotiation of a revised date.

• Quality of CDRL deliverable: No more than one rejection of any deliverable per contract year. Rejection criteria include technical or minor errors. Rejected deliverables must be corrected and resubmitted within seven business days.

• Receipt of CDRL deliverable: No more than one late submission of deliverables per month, quarter, or contract year. Late submissions require notification and negotiation of a revised delivery date.

• Acceptance Flight Quality: Each aircraft must pass required FCF IAW CSTO SR1F-15SA-6CF-1 within five attempts, except for conditions outside the contractor's control.

• Contractor personnel qualifications must meet minimum requirements.

• 100% compliance with the Quality Management System (QMS) is required.

• Required monthly quality standard of >97.5 percent.

• Government Acceptance Rate (GAR) for Safety of Flight inspections.

• Period of Performance: To be determined.

• Place of Performance: Primarily at the Contractor's Installation Facility in XXX, Saudi Arabia. Contractor will travel to RSAF operating bases for inspections.

• Government Property: Contractor is responsible for Government property in accordance with FAR and contract. USG and RSAF property will be provided. Contractor must manage GFP and SAG property.

• Customs' Duties and Taxes: Contractor is responsible for all customs' duties/taxes, including VAT.

• Holidays and Facility Closings: Contractor shall observe 12 holidays in a calendar year.

• Travel: Requests must be submitted for approval 14 business days in advance.

• Security Requirements: Includes Operations Security (OPSEC), Communications Security (COMSEC), and US and KSA security clearances (Secret level required).

• Environmental, Safety, and Occupational Health Compliance: Contractor must comply with Government Safety and Health regulations and maintain a safety and health program.

• Mishap Notification/Investigation: Procedures for reporting and investigating mishaps involving damage or injury.

• Department of Labor (DoL) Inspection: Contractor is subject to DoL inspections.

• Contractor shall manage all RSAF-provided support equipment and tools, ensuring calibration and serviceability.

• Contractor shall provide aircraft fuel, nitrogen, oxygen, and gasoline.

• Contractor shall advise RSAF and USAF COTR of material shortages that may cause production delays.

• Contractor shall not condemn RSAF items without prior written approval.

• Contractor shall maintain aircraft equipment records and detailed stock records.

• Contractor shall create a maintenance compression/acceleration plan.

• Safety of Flight (SOF) systems must be operational for FCF and ferry flight.

• Contractor shall accomplish urgent and immediate action TCTOs.

• Contractor shall prepare weekly man-power affectivity reports.

• Services are determined not to be mission-essential and will not continue in the event of a crisis.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document establishes the requirements for the receipt, inspection, maintenance, modification, functional testing, and delivery of F-15SA aircraft input for Programmed Depot Maintenance (PDM) at the Source of Repair (SOR).

• The aircraft will be received and reassigned to the Royal Saudi Air Force (RSAF) in accordance with AFI 21-103.

• The aircraft will be returned to RSAF in the same configuration as received, with the same type of components, accessories, and special equipment installed, unless modified, removed, or added by the requirements of this Work Specification (WS).

• Disassembly of aircraft is limited to what is necessary for inspection and work required by this specification.

• Maintenance outside of the WS may be accomplished by the SOR with approval from the Program Manager (PM) and Contracting Officer's Representative (COR).

• All applicable work outlined in this WS, including all Technical Assistance Bulletins (TABs), must be completed for a PDM aircraft to be considered 'sold'. This includes proper documentation of all PDM tasks.

• The document is dated April 2026, indicating a potential timeframe for the work.

• The work is to be performed at the Source of Repair (SOR).

• Safety of Flight (SOF) conditions must be corrected within the SOR's capabilities.

• All maintenance actions must be documented according to AFI 21-101, TO 00-20-2, and applicable -06 code manuals.
