Solicitation / RFP / RFQ

This document announces an Area of Interest (AOI) for Data Product Management (AOI 1a) and Data Integration (AOI 1b) under the Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO). The EIDS PMO's mission is to "deliver, connect, and curate data to facilitate informed decision-making across a diverse data ecosystem in support of Military Health, Readiness, and Federal Health data integration and innovation." The government is interested in awarding other transaction agreements under 10 U.S.C. 4022.

AOI 1a: Data Product Management

• Services supporting the entire lifecycle of data products, including documentation, engineering support, lifecycle sustainment, DevSecOps adoption, and product ownership/project management.
• Technical Data Governance and Management, ensuring data quality, security, interoperability, and compliance.
• Support for defining and managing comprehensive Cloud Services, including AWS GovCloud environment.

Companies with sufficient merit may be invited to the next step, potentially involving a use case and a 5-7 minute video response. Subsequent phases may involve problem statements and award of prototype other transaction agreements.

Solicitation / RFP / RFQ

This document is a Request for Solutions (CSO) from the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) to award Other Transaction Agreements (OTAs) for prototype projects. These projects must be directly relevant to enhancing the mission effectiveness of Department of Defense personnel or improving platforms, systems, components, or materials. The CSO is issued under the authority of 10 U.S.C. 4022 and is not subject to the Competition in Contracting Act or Federal Acquisition Regulations.

Prototype projects may include, but are not limited to:

• Proof of concept, model, or process (including business process)

• Reverse engineering to address obsolescence

• Pilot or novel application of commercial technologies for defense purposes

• Agile development activity

• Creation, design, development, or demonstration of operational utility

• Any combination of the above.

• The document does not specify contract type, period of performance, or estimated value.

• The CSO is competitive and aims to use competitive procedures for prototype projects.

• Areas of Interest (AOIs) will be issued separately, seeking specific submissions.

• The Government may post new AOIs or revise existing ones at any time.
