Quick Summary

The Defense Health Agency (DHA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), has issued a Commercial Solutions Opening (CSO) (HT0038-25-S-C001) to award Other Transaction Agreements (OTAs) under 10 U.S.C. 4022. This CSO seeks prototype projects directly relevant to enhancing the mission effectiveness of Department of Defense personnel or improving defense platforms, systems, components, or materials. The overall CSO remains open until July 1, 2026.

Specific Area of Interest (AOI 1a & 1b)

This CSO includes AOI 1a: Data Product Management and AOI 1b: Data Integration under the Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO). The EIDS PMO's mission is to deliver, connect, and curate data to facilitate informed decision-making across a diverse data ecosystem in support of Military Health, Readiness, and Federal Health data integration and innovation.

AOI 1a: Data Product Management focuses on services supporting the entire lifecycle of data products, including documentation, engineering support, lifecycle sustainment, DevSecOps adoption, product ownership, and project management. This also encompasses technical data governance and management, ensuring data quality, security, interoperability, and compliance, as well as defining and managing comprehensive Cloud Services (e.g., AWS GovCloud).

AOI 1b: Data Integration addresses challenges related to cloud-hosted and cloud-native data solutions (database, data warehousing, data lake, cognitive computing). It involves design, architecture, content development, operational sustainment, and ongoing support for data solutions, with a strong emphasis on leveraging AI, ML, and NLP capabilities for data integration processes (ETL/ELT) and coordination with other service domains.
