Request for Information (RFI)

This RFI is issued by the Defense Health Agency (DHA) Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) to conduct market research for acquisition planning for the Enterprise Software Services (ESS) Next requirement. ESS Next aims to provide infrastructure and environments to support development, integration, and testing for various DHMS programs. The DHA is seeking innovative solutions to meet high-level objectives efficiently and effectively within a constrained budget environment.

• This RFI seeks feedback on the attached Draft Statement of Objectives (SOO) and Current State Analysis.

• Responses will help determine the most appropriate acquisition approach and identify necessary requirement modifications.

• Specific questions are posed regarding clarifications needed for the SOO and Current State Analysis, cost savings through innovation, transition periods, cost drivers, contract types, pricing models, organizational models for test infrastructure and support, test infrastructure architecture, risk mitigation through testing, software lifecycle testing practices, industry standards, cost transparency, scalability, and performance measurement.

Statement of Objectives (SOO)

This SOO outlines the government's objective to transition its current Enterprise Software Services (ESS) test infrastructure to a solution that is optimized, cost-effective, and transparently operated. The goal is to ensure the test infrastructure is expertly managed to achieve overarching outcomes.

The SOO details the following desired outcomes:

• Optimized and Consolidated Infrastructure and Facilities: Modernize and consolidate physical and virtual infrastructure, evaluating a mix of on-premises, cloud-native, or hybrid architectures to reduce waste and optimize resource utilization.

• Modernized, Secure, and Operationally Aligned Service Delivery: Operate the development, integration, and test infrastructure to be secure, resilient, and capable of high-fidelity testing that replicates production configurations, enhancing speed and efficiency.

• Integrated and Efficient Testing and Validation Services: Provide Developmental Testing and Evaluation (DT&E) and Independent Verification and Validation (IV&V) services to ensure high-quality products that meet mission requirements, enhancing efficiency and accuracy of testing processes.

• Enterprise Tooling and Operational Support: Operationally manage and optimize enterprise development, test management, and collaboration platforms, consolidating redundant tooling into the mandated SDLCNext platform.

• Transparent and Cost-Effective Platform Service: Transform the service delivery model to a transparent, cost-effective platform service supporting development, integration, test, and pre-production environments, with clear visibility into management and optimization.

• Cybersecurity and Authorization Accountability: Maintain continuous authorization status across security packages, progressing toward Zero Trust maturity, with accountability for security control implementation and vulnerability management.

• Seamless Operational Continuity and User Support: Transition operational workloads with minimal disruption, maintaining established external interfaces and high user satisfaction through responsive technical support.

• The contract period of performance begins on August 28, 2026.

• It will be structured around four notional phases: Transition and Stabilization, Analysis and Consolidation, Modernization and Transformation, and Optimization and Continuous Improvement.

• The current Medical Enterprise Test Innovation Center (METIC) facility lease expires on October 30, 2026. Government-furnished equipment will be provided.

• The service must be delivered under a Firm-Fixed-Price (FFP) structure.

• The government acquires infrastructure as managed capacity.

• All tools, automation, code, and documentation developed will be government-owned.

• Hardware, software, and AWS cloud hosting must be procured through the government.

• The infrastructure must operate on DHA-authorized network address space.

• All services must comply with DHA cybersecurity directives (RMF, STIG, FISMA).

• SDLCNext is the mandated enterprise platform; the government provides licensing and hosting.

• A transition-out option period is anticipated at the conclusion of the contract.
