Sources Sought Notice

This notice is a market research tool to identify contractors capable of providing Construction Management Services (CMS) and Industry Analytics. The services will support NAVFAC programs across the United States, aiming to ensure projects are completed on schedule, within budget, and to high standards of quality and safety. This notice is not a Request for Proposal (RFP), and no contract will be awarded from it. The government will use the responses to determine if a set-aside acquisition is appropriate.

• Expertise in planning, design, and construction phases.

• Flexibility to adapt to changing project needs.

• Regular progress reports, risk identification, and mitigation strategies.

• Oversight and administration of contractor staff.

• Observations, investigations, and factual reports with recommendations.

• Confidentiality of proprietary information.

• Potential to manage multiple projects concurrently.

• Proactive advice and recommendations to the Government.

• Management of facility turnover and warranty periods.

• Provision of all necessary materials, equipment, and facilities.

• Compliance with Department of War (DoW) security regulations, requiring SECRET level security clearances and a SECRET Facility Clearance (FCL).

• Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self).

• Site management and inspections, including verification of construction progress and compliance with documents, specifications, and safety regulations.

• Management of construction contractor access to military installations.

• Constructability reviews, post-award administrative paperwork review, and document control system management.

• Technical verification of construction activities and confirmation of plan/submittal approvals.

• Independent verification of quality control results.

• Final documentation verification and project meeting facilitation.

• Oversight of safety programs.

• Communication among project stakeholders.

• Management of Project Governance Board (PGB) and Project Control Group (PCG) meetings.

• Review and response to RFIs, and technical reviews of submittals.

• Environmental support services, including planning, stormwater management, and waste management.

• Schedule management, including development, analysis, and reporting.

• Cost engineering and change management services, including cost estimating and technical review of change proposals.

• Commissioning and Cybersecurity Commissioning (CyCx) services.

• Program management support, including risk mitigation and schedule optimization.

• Construction Project Risk Analysis.

• Anticipated contract type: Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ).

• Contract term: 24-month base period with one (1) one-year option period (totaling up to 36 months).

• Anticipated aggregate total of work: Not to exceed $75 million.

• Interested parties should submit a brief capabilities statement package.

• Submittal deadline: 09 April 2026, no later than 2:00 P.M. Norfolk, Virginia local time.

• Responses will not be notified of evaluation results.

• Anticipated NAICS code: 541990, All Other Professional, Scientific and Technical Services (size standard $19.5M).

• Vendors are encouraged to propose alternative NAICS codes with justification.

• Requires a Secret Facility Clearance and DD254, and selected personnel must possess DoD Secret security clearances.

• The government reserves the right to cancel this acquisition at any time.

• No reimbursement will be made for costs associated with providing information.

• All submitted information is at the offeror's expense.
