The work involves supporting NAVFAC programs to ensure projects are completed on schedule, within budget, and to high standards of quality and safety. Key services include expertise in planning, design, and construction phases; regular progress reporting; risk identification and mitigation; oversight of contractor staff; site management and inspections; constructability reviews; schedule and cost management; commissioning; and environmental support. Respondents must demonstrate compliance with Department of War (DoW) security regulations, requiring a SECRET Facility Clearance (FCL) and personnel possessing DoD SECRET security clearances, along with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self).
Anticipated Contract Details
The government anticipates awarding a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The contract term is expected to be a 24-month base period with one (1) one-year option period, totaling up to 36 months. The anticipated aggregate total of work under this contract will not exceed $75 million. The anticipated NAICS code is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $19.5 million. Vendors are encouraged to propose alternative NAICS codes with justification.
Submission Requirements
Interested parties should submit a brief capabilities statement package, not exceeding fifteen (15) single-sided pages. Submissions must be sent via email to jennifer.w.mcdonald2.civ@us.navy.mil by April 9, 2026, no later than 2:00 P.M. Norfolk, Virginia local time. The email subject line must be: "N6247026R0018: Program Management Services". This is not a Request for Proposal (RFP), and no contract will be awarded from this notice. Responses will be used to determine if a set-aside acquisition is appropriate.
