Purpose & Scope
ARPA-H requires a Program Manager Development Framework to support its mission by enhancing PM development and implementation. The framework should be fully operational and deployable from day one, designed to train and prepare PMs to operate effectively in an ARPA-like environment. It also seeks to strengthen current ARPA-H PM capabilities through structured mentorship, cross-PM learning, and targeted skill development.
Key Requirements
The contractor shall:
- Provide a day-one fully deployable, ready-to-use Program Manager Development Framework, requiring no additional stand-up time.
- Demonstrate experience operating within an ARPA or similar high-risk, high-reward innovation culture to design, deliver, and refine the framework.
- Rapidly build and sustain capabilities in program management, performer engagement, risk mitigation, and transition planning.
- Strengthen current ARPA-H PM capabilities through structured mentorship, cross-PM learning, and targeted skill development, improving program design, metrics definition, risk management, and transition strategies.
Submission & Evaluation
Vendors are requested to submit capability statements demonstrating relevant qualifications and specialized experience, outlining their approach to providing a day-one deployable solution. Specific experience areas include PM Framework Design and Refinement, Training and Curriculum Development, PM Workforce Development Support, Assessment, Measurement, and Continuous Improvement, and Documentation and Knowledge Transfer. Responses are limited to 10 pages and must be sent to steven.snyder@arpa-h.gov by the deadline.
Eligibility / Set-Aside
The anticipated NAICS code is 611430 (Professional and Management Training Development) with a size standard of $15 Million. Vendors should indicate their Business Size and Classification (e.g., small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled veteran-owned, women-owned, other than small).
