Scope of Work
PM WGC is seeking software solutions that leverage an incremental and agile approach to developing a wargaming capability. The initial capability must be an end-to-end wargaming system (plan, design, execute, capture data, analyze, report) operating in a secure Azure cloud environment. The system requires significant simulation domain technical depth across all warfighting domains (Land, Air, Sea, Space, Cyber), levels of war (Strategic, Operational, Tactical), and warfighting functions. It must feature a modular, open architecture to support future agile expansion and enhancement.

Submission & Evaluation
Responses should be submitted via email. Required submissions include an executive summary (maximum 20 pages) detailing the company's ability to meet requirements incrementally with an agile approach. Specific information requested includes company details, contract vehicles, CAGE Code, SAM UEI, business size, technical approach, capabilities, past performance, integration abilities, architecture, data collection/analysis support, security clearances, and rough order of magnitude (ROM) cost and schedule estimates. Responses will be used for planning and informational purposes.
Additional Notes
- The USMC will provide an update during the 2025 Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) in Orlando, FL.
- PM WGC plans to conduct a prize challenge in 2026.
