THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES ARMY CORPS OF ENGINEERS MISSION SUPPORT BATTALION (UMSB).

This announcement is made by the UMSB Contracting Center and is part of market research efforts to assess industry capabilities that will best address the Government’s need with regards to the Strategic Environmental Research and Development
Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP). The requirement is for a Contractor to provide program support to execute SERDP and ESTCP’s missions of developing and demonstrating technologies that meet the Department of Defense (DoD) environmental requirements. SERDP and ESTCP are separate programs that are managed through a joint program office. Support is needed at the program level and in each of the technical areas in which SERDP and ESTCP invest. This action is to support the recompete of current USACE contract W912HQ22D0009. 

The Government envisions a Firm-Fixed-Priced (FFP), performance based definitive contract for a 12-month base plus four 12-month option periods under FAR part 16.2 Fixed-Price Contracts.

The Government is interested in responses to following areas of information by interested vendors:


Comments and Suggestions for the DRAFT PWS.


Capability Statements regarding the DRAFT PWS.


A description of the capabilities that demonstrate the interested firm’s ability to support the DRAFT PWS.


A description of the interested vendor’s history supporting similar contracts and types and/or combination of types of awarded contract vehicles (e.g. Cost Reimbursement, IDIQ, Fixed Price Level of Effort,Time and Materials, etc.). Please include contract numbers for any completed/in-progress contract of similar work.


A description of the degree of teaming needed to meet the requirements in the DRAFT PWS, including an estimated percentage of subcontracted partners.


A brief discussion of Key Personnel and their experience with similar functional areas of the DRAFT PWS.


Identify whether you are a small or large business with regards to North American Industry System (NAICS) Code 541690 – Other Scientific and Technical Consulting Services.

It is the potential offeror’s responsibility to monitor SAM.gov for the release of any future synopsis or solicitations. Only electronic responses will be accepted and shall be submitted no later than 01 December 2025.
