This document is a Request for Quotation (RFQ) from Argonne National Laboratory for the procurement of a programmable DC Power Supply. The government is procuring this item for operational needs.

• One (1) TS Series MagnaDC Programmable DC Power Supply (Model/Part #: TSD32-3124/480+WC).

• Specifications include: 100 kW rated output power, 0-32 Vdc output voltage, 0-3124 Adc output current, 37-pin external user I/O, RS232 interface, 480 Vac 3-phase AC input, integrated water cooling, 2-year warranty, and NIST traceable calibration.

• Shipping services are also required.

• The resulting Purchase Order will be subject to Argonne Terms and Conditions for Commercial Items (ANL-71COM, dated October 22, 2025) and the Statement of Work (SOW) for the 3000 DC Power Supply (dated March 24, 2026).

• Cash terms are Net 30 days - 100% Upon Delivery.

• Quotations must be received by April 6, 2026.

• Required documents for submission include:

  • Signed page one of the RFQ (ANL-70).
  • Completed Representations and Certifications (ANL-70A, dated January 13, 2025).
  • A published price list or redacted invoice to prove price reasonableness.

• Bidders must verify country of origin and confirm shipping details (domestic vs. international, location, HTS code).

• Any tariff charges must be included in the unit price.

• Bidders must confirm lead time and any applicable discounts or GSA contract pricing.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Argonne National Laboratory with a workable power supply for a large 3000 A rare earth electrowinning cell, supporting metal production at a rate of approximately 4 kg/hr.

• Purchase a power supply capable of delivering over 3000 Amperes at 32 volts.

• The power supply can be either water or air cooled.

• The unit must fit within an approximate 3 x 3 ft footprint with unlimited height, including a three-foot boundary for access.

• The power supply must be manually controlled with a display of current and voltage.

• A 4-20mA output for current and voltage signals is required for a data logger.

• The power supply must be operable in current limiting mode or voltage limited mode.

• If a water-cooled unit is offered, the vendor must supply the necessary kW load for the air/water chiller, including chiller specifications, flow rates, and pressure requirements.

• The power supply must ensure compatibility with the facility's electrical infrastructure (480 V, three phases, or 208 single phase power available).

• The instrument must comply with relevant safety standards and certifications (e.g., CE, UL) for industrial environments.

• Maximum noise level over eight hours must not exceed 85 db (weighted average).

• A NIST traceable calibration with certificate is required.

• The power supply should be simple to operate and control.

• Timing: 4-6 Week Lead Time.

• Place of Performance: Unit will be installed in the 369 highbay by Argonne Personnel.

• Period of Performance: Project is the last three years and has already started (9/1/2025).

• Environmental Conditions: Room temperature and normal humidity.

• Data Communication Protocols: 4-20 mA output for voltage and current values. Amp hours applied would be useful, not required.

• Power Supply: Specify requirements (voltage, frequency) for analyzer compatibility.

• Gases: N/A.

• User Interface and Software: None necessary.

• Warranty and Support: One year.

• Government-Owned Property: Yes.

• Security: Any electrical work is conducted by internal resources or by bid process. The arc melter company does not perform installation as the unit is skid or cart mounted.
