Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the activities required to support the Department of Homeland Security's (DHS) Office of Innovation and Collaboration (OIC) mission in enhancing communications interoperability for public safety networks. The primary goal is to improve the ability of emergency responders to communicate effectively.

The contractor will provide technical support for the Project 25 (P25) Compliance Assessment Program (P25 CAP), including reviewing and developing compliance assessment bulletins and evaluating test documentation. This involves working with various stakeholders, including industry groups and federal partners, to promote P25 CAP. The contractor will also support Regional Planning Committees (RPCs) and the National Regional Planning Council (NRPC) by maintaining the Computer Assisted Pre-Coordination Resource & Database (CAPRAD) system. Additionally, the contractor will engage with end-users to understand interoperability challenges across public safety communications systems, including broadband and Next Generation 9-1-1 (NG911).

Key tasks include:

• Supporting P25 CAP through advanced engineering, standards acceleration, customer support, documentation, outreach, lab accreditation, test report analysis, and program management.
• Supporting the CAPRAD system by updating application modules, enhancing the app, supporting planning modules, assisting RPCs and NRPC, and providing technical assistance.
• Providing subject matter expertise on interoperability and compatibility of public safety communications systems, analyzing standards, identifying gaps, and engaging with end-users and manufacturers.

The contract period of performance is for twelve (12) months from the date of award, with four (4) twelve (12) month option periods. The majority of the work will be performed at the contractor's facility.

• Travel may be required within the continental United States.
• All work will be performed at the unclassified level or For Official Use Only.
• Security requirements include potential fitness/suitability investigations for access to DHS facilities or information.
• DHS will provide necessary information, materials, and forms. Basic facilities will be provided if work is performed at S&T's office in Washington, D.C.

Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS), Science and Technology Directorate (S&T) Office of Science and Engineering (OSE) for market research purposes. The goal is to determine industry capabilities to provide Project 25 Compliance Assessment Program (P25 CAP) services, including support for the Computer Assisted Pre-Coordination Resource and Database (CAPRAD) and Public Safety Interoperability.

Respondents are asked to provide written responses addressing their capability to fulfill tasks outlined in the attached draft Statement of Work (SOW). Specific information requested includes:

• Company Information (name, UEI, CAGE code, POC, website, etc.)

• GSA contract details and socioeconomic status

• Anticipated teaming or subcontracting arrangements

• Self-assessment of capabilities and experience related to specific P25 CAP tasks, including:

  • Standards development (P25, TIA 102)
  • Public safety communications knowledge (NG-911, CAD, broadband)
  • Frequency coordination and spectrum use
  • Stakeholder outreach and engagement
  • Program information sharing and needs gathering
  • Development and transition of knowledge products
  • Performance measures and metrics development
  • P25 testing without bias

• Ability to conduct independent assessment of test results

• Experience providing training for public safety and CAPRAD System support

• Technical and programmatic experience in the P25 CAP program

• Rough staffing plan and skill set

• Feedback on the attached SOW

• Responses are due no later than NOON Eastern Time, February 12, 2026.

• This RFI is for information and planning purposes only and does not constitute an RFP or a commitment to contract.

• The Government will not pay for any costs incurred in responding to this RFI.

• Submissions become the property of the Federal Government.

• The Government may hold one-on-one meetings with vendors who provide comprehensive responses.
