Relevant NAICS Codes include: 236210 (Industrial Building Construction), 236220 (Commercial and Institutional Building Construction), 237990 (Other Heavy and Civil Engineering Construction), and/or 2371 (Utility System Construction).

Purpose & Policy

E.O. 14063 requires agencies to use PLAs for large-scale construction projects to promote economy and efficiency, unless specific exceptions apply. This survey aims to solicit feedback to determine if requiring a PLA would: (1) not achieve economy and efficiency, (2) substantially reduce the number of potential bidders, or (3) be inconsistent with statutes, regulations, or other E.O.s. The Government intends to use responses to inform decisions on PLA use for current and future projects.
