Purpose

PM EW&C is exploring an acquisition strategy to provide commercially sourced, worldwide, end-to-end lifecycle management and integration for the Army’s EW systems. The goal is to increase flexibility, speed, and commander involvement in equipment selection and fielding, addressing challenges with the current acquisition model.

Proposed Acquisition Strategy

The Government is considering a dual-contract approach consisting of two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts:

  • Multiple Award (MA) IDIQ Contract: To establish a comprehensive catalog of EW and Signals Intelligence (SIGINT) capabilities, equipment, and services from a wide range of qualified industry partners. Task orders will be issued on various cost-type and Firm-Fixed-Price (FFP) bases. The primary NAICS code is 334220 – Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing.
  • Single Award (SA) IDIQ Contract: To secure a single Integrator responsible for the engineering, integration, and fielding of mission-tailored capability sets. This Integrator will be ineligible to compete for or perform work under the MA IDIQ to ensure impartiality and prevent Organizational Conflicts of Interest (OCIs). The anticipated primary NAICS code is 541512 – Computer Systems Design Services.

Both contracts are planned with a five-year base period and one five-year option period.

Questions to Industry

Respondents are asked to provide feedback on:

  • Agreement with the proposed contracting approach and alternative suggestions.
  • Recommendations for gate criteria and discriminators for source selection and evaluating vendor capability in life cycle support.
  • Experience with EW/SIGINT prototypes or capabilities within the last three years.
  • Interest in competing for the SA or MA IDIQ (cannot be both).
  • Facility clearance level, SCIF availability, CMMC Level 2 certification, and DCAA approved accounting system status.
  • History of Stop Work, Termination for Cause, or Cure Notices on contracts/OTAs within the past three years.
