Program Structure & Scope

The program is structured into three phases over 48 months: Phase 1 (24 months) for Power Source Design and Validation, Phase 2 (12 months) for Integration, and Phase 3 (12 months) for Application. A preliminary 3-month Phase 0 for security preparation may be required for some performers. Key requirements include developing systems with reduced packaging, free-form design capabilities, and maintaining or surpassing current safety and thermal resilience standards. Deliverables are the energy storage devices themselves, not integrated into other functional devices. All materials and manufacturing must have domestic sourcing pathways.

Contract Details

Eligibility & Set-Aside

Non-U.S. organizations are not eligible to participate. While Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions are encouraged to submit proposals, this solicitation is not set aside for these organizations. Proposers whose efforts involve Controlled Unclassified Information (CUI) must demonstrate compliance with NIST SP 800-171 Rev. 2, verified via SPRS with a score of 88 or higher, as this is a critical prerequisite for award.

Submission & Evaluation

An abstract submission is required as an initial screening step, with a maximum of 6 pages. Only proposers invited after abstract review will be eligible to submit a full proposal. Full proposals consist of a Volume I (Technical and Management Proposal) and a Volume II (Price Proposal). Mandatory oral presentations (30 minutes + 45 minutes Q&A) are required for all full proposal submissions.

  • Abstracts are evaluated on Technical Concept and Understanding, and Potential to Achieve Program Goals.
  • Full Proposals are evaluated on Overall Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Budget and Price. Compliance with the provided templates and instructions for both technical and pricing volumes, including the use of specific spreadsheets (Attachments F and M), is mandatory.
