Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures under FAR Part 13. The Portsmouth Naval Shipyard is seeking responses from qualified sources for propane deliveries. This announcement constitutes the only solicitation; no written solicitation will be issued, and paper copies will not be available. The requirement is being processed as a 100% Small Business Set-Aside.

• Contractors must be capable of providing the specified material.

• Vendors shall list the country of origin for each line item.

• Place of Manufacture / Country of Origin is required.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019 with their offer.

• Small business joint venture offerors must submit specific representations.

• Delivery Point: PORTSMOUTH NAVAL SHIPYARD, RECEIVING OFFICER, BLDG 170, 2ND FLOOR, CODE KMC, KITTERY, ME 03904.

• Payment Terms: Net 30 Days AFTER acceptance of material.

• Responsibility screening will be conducted per FAR 9.104.

• This requirement is to be evaluated as “All or None”.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the delivery of Propane. The government is seeking delivered prices (FOB Destination) for propane to Portsmouth Naval Shipyard.

• Item: Propane (3000 Gallons, U/I: GL)

• Delivery: To Portsmouth Naval Shipyard, Kittery, Maine.

• Delivery Time: Must meet or exceed the Government's Required Delivery Date (RDD), which varies over the year. Offers meeting the RDD will be considered responsive; otherwise, award may go to the LPTA offeror with the soonest delivery.

• Freight: Must be included in the unit price.

• Hazardous Materials: Bidders must indicate if the item contains hazardous materials (MSDS required if yes).

Statement of Work (SOW)

This Statement of Work outlines the requirements for the purchase and delivery of propane for PNS paint operations.

• Quantity: 3,000 Gallons

• Delivery Location: Building 404

• Delivery Type: Staggered deliveries are required, with a minimum order quantity of 400 gallons per delivery.

• Delivery Period Start: June 23, 2026 (or ASAP)

• Delivery Period End: June 23, 2027 (Not to exceed 1 year)

• Morning deliveries are preferred.

• All deliveries must be coordinated and confirmed with the Point of Contact (POC) prior to loading and dispatch.

• A 5-business day notice is required for expected delivery.

• Regular Usage: Estimated at one delivery of 600-800 gallons every 2 months, with potential for earlier deliveries based on higher usage.

  • Months 4-12: Remaining Quantity

• The vendor must have the ability to cancel and reschedule deliveries, or receive multiple deliveries within a week.

• Changes to delivery schedules can only be made by the POC or Contract Specialist.

• The vendor must provide their timeframe for cancellation fees or other incurred fees, hours of operation, delivery capabilities, and any blackout dates (e.g., vacations, holidays).

• Drivers must allow time to get through security (Pass office closes around 2:00 PM).

• Drivers must carry two valid forms of identification.

• Trucks must be free of drips and leaks.

• Weapons and illegal items are prohibited on the installation.
