• Evaluation factors include Price and Technical. The lowest three offers will undergo technical evaluation.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government.

• This acquisition is a set-aside for small business concerns.

Statement of Work (SOW)

To provide propane gas service and delivery to Building 7625 Explosive Ordnance Disposal (EOD) at Barksdale Air Force Base, Louisiana.

• Propane Gas Supply (Cylinders & Tanks): Furnish propane gas as needed for the EOD facility. Refills require a minimum of seven days' notice. The Government is responsible for repairs to infrastructure, pipes, fittings, parts, materials, gas meters, and regulators.

• Heating System: Replace nitrogen gas cartridges (furnished by Government) for the heating system at Building 7625. The contractor will be on-site during Government fire detector inspections as directed.

• Inspection: Conduct annual inspections of gas tanks and associated infrastructure (lines, pipes, valves, meters) to ensure safe operational condition. Submit inspection reports to the COR. Notify the Government of any unsafe conditions or needed repairs.

• Emergency Service: Provide same-day response to Government trouble calls during normal business hours. Investigate issues and report emergency repairs to the CO or COR.

• Refills require a minimum of seven days' notice.

• Annual inspections and emergency service reports are due within two weeks and two working days, respectively.

• Immediate reporting of adverse conditions affecting the propane gas system.

• Place of Performance: Building 7625 Chappie James Rd, Main Hangar Bay, Barksdale Air Force Base, LA.

• Tank Capacity: 1000 GAL.

• Hours of Operation: Contractor business hours are Monday-Friday, 0730-1630, excluding Federal holidays or Government facility closures.

• Safety: Comply with OSHA standards, furnish Personal Protective Equipment (PPE), and provide warning signs/barricades during bulk tank services.

• Base Access: All personnel and vehicles must adhere to Barksdale Air Force Base entry procedures, including providing current registration, proof of insurance, and valid driver's licenses. Coordinate with base POCs for access.

• Security: Comply with all security requirements imposed by the installation commander.

• Contractor Furnished: Provide a Contract Manager, materials, supplies, equipment, and debris removal. Responsible for damages to Government property.

• Government Furnished: Provide workspace for staging materials and utilities (electricity and water).
