Propane Delivery Fort Benning and Camp Merrill

Statement of Work (SOW)

To provide GAS, Propane, Liquefied, Bulk, Type II in accordance with Commercial Standard D 1835-97, dated June 1998, as ordered during the contract duration.

• Deliveries will be made to small capacity (250-2000 Gallon) tanks and the Peak Shaving Plant large capacity (30,000 Gallon) tanks located on Fort Benning, GA, and small capacity (500-2000 Gallon) tanks on Camp Merrill, GA.

• Contractor is responsible for all plant, labor, transportation, and equipment for deliveries.

• Contractor shall automatically fill tanks, monitoring them to prevent run-outs. An updated list of serviced tanks and filling frequency is required twice a year in Excel format.

• Tanks are to be filled to 80% capacity. Refills are required when the gage indicates between 35-40%. Tanks found with less than 20% will be reported as a work order and must be filled within 24 hours.

• Delivery personnel must inspect tanks for leaks during filling. Repair estimates are required, and repairs will be made against a contract CLIN upon approval. Tanks posing a safety hazard will not be filled and will be red-tagged.

• Deliveries to Peak Shaving Plant tanks are to be made in 9000-10,000 gallon increments between 0800-1630, Monday-Friday, unless otherwise coordinated.

• Peak Shaving Plant tanks (30,000 gallon) are to be filled to 80% (24,000 Gallon). The Peak Shaving plant is currently not in use but may come online during the contract period.

• Special Delivery Orders will be generated for Peak Shaving Plant refills.

• Tank monitoring to ensure refills occur between 35-40% capacity.

• Tanks with less than 20% must be filled within 24 hours.

• Delivery equipment must be maintained in safe, operational condition and marked as required for DOT roadways.

• Period of Performance: 25 January 2026 – 25 January 2031 (Base Year and 4 Option Years).

• Locations: Fort Benning, GA and Camp Merrill, GA.

• Delivery vehicles require permits for Fort Benning and Camp Merrill.

• Picture identification card required for entry.

• Contractor can request contractor badging through the DPW Utility COR.

• Access codes or keys will be provided for non-classified secured locations.

• Delivery tickets must be generated by vehicle's metering equipment and include specific information (vendor name, delivery site, order number, fill readings, net gallons). Handwritten tickets are not acceptable.

• A detailed delivery list must be forwarded to the DPW Utility COR by the 10th of the month preceding delivery.

• Monthly Delivery Order Tickets must be submitted to the Chief, DPW Utility Sales & Service by the 5th business day of the following month.

• In case of propane leaks, tank decommissioning, or replacement, provisions exist for service and repair, with a certificate provided verifying tanks are cleared for removal.

This notice is issued by the U.S. Government to procure Propane, Liquefied, Bulk, Type II, for delivery to Fort Benning, GA, and Camp Merrill, GA. Deliveries will be made to both small capacity (250-2000 Gallon) tanks and large capacity (30,000 Gallon) tanks. The contractor will be responsible for all plant, labor, transportation, and equipment required for deliveries.

• The anticipated NAICS code is 457210 Fuel Dealers, with a size standard of 100 employees.

• Interested small businesses are encouraged to identify their capabilities.

• Responses are due by 13 February 2026, 14:00 EST.

• The government is seeking information to determine if the requirement can be a small business set-aside.

• The government may set aside this requirement for small businesses if two or more qualified small businesses respond with sufficient information.

• Limitations on subcontracting and nonmanufacturer rules may apply depending on the set-aside type and contract value.

• A draft Statement of Work (SOW) is attached.

• Potential offerors are responsible for monitoring the Government wide Point of Entry (GPE) for any future solicitation.

• Information requested from respondents includes firm details, interest in competing, previous experience, commercial availability information, and recommendations for structuring the requirement to facilitate small business competition.
