Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the performance requirements for Propane Delivery.

• General Delivery: Contractor is required to deliver propane as requested and required, including scheduled (seasonal) and as-needed deliveries.

• Emergency Deliveries: Emergency deliveries must be accomplished within two (2) hours.

• Service/Delivery Compliance: All service and delivery must be performed in accordance with the Statement of Work (SOW).

• Inspection: 100% inspection will be performed.

• Customer Feedback: Customer feedback will be documented.

• Non-Compliance: Invoices may not be submitted for work that is not compliant.

• Contract Failure: Failure to meet requirements on three occasions may be considered a failure to successfully meet the terms of the contract and may result in payment being withheld.

Amendment / Modification

• The Offer Due Date has been extended from April 9, 2026, at 4:00 PM ET to April 13, 2026, at 1:00 PM ET.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, materials, and equipment necessary to deliver propane in bulk to various locations at The United States Military Academy (USMA), West Point, NY.

• Deliveries to USMA and adjacent locations in Highland Falls and Central Valley.

• Deliveries to be made Monday through Friday, 8:00 AM to 4:00 PM, excluding Federal Holidays.

• Contractor may be required to sign out keys from Range Control for access to certain delivery locations.

• Contractor is responsible for instructing employees on safety measures per OSHA standards and NFPA 58.

• Contractor must observe posted speed limits on the reservation.

• Contractor shall install and maintain all contractor-owned tanks, following NFPA 58, and keep them in clean condition, repainting annually.

• Report incidents or situations hindering service performance to the Contracting Officer (KO) or Contracting Officer Representative (COR) within one hour.

• Provide bulk propane deliveries on an automatic basis to maintain a minimum of 30% tank capacity.

• Respond to propane run-outs within two hours of notification.

• Invoice against contract item numbers on a calendar month basis.

• Install contractor-owned tanks by the first day of the contract period.

• Propane level in tanks must never be less than 30% capacity.

• Respond to propane run-outs within two (2) hours of notification.

• Period of Performance: One year from the date of award.

• Delivery locations include USMA, Highland Falls, and Central Valley.

• Contractor shall provide all storage tanks, cylinders, and other necessary equipment.

• Tankage may be required for temporary shower units and training at Camp Natural Bridge and Camp Buckner complex.

• Delivery tickets must be signed by the COR and include location, date, contract number, item number, and gallons delivered.

• Applicable documents include pamphlets from the Compressed Gas Association (Advisory), NFPA 58 (Mandatory), OSHA standards (Mandatory), and CFR 49 (Mandatory).

• Payments will be made via the WAWF electronic pay system.

• GOCO Definitions: T=Government owned, F=Contractor owned.
