• Propane Usage: Propane is primarily used for general camp support, heating, and training operations at the camp and range locations.

This solicitation is for the purchase of propane, with deliveries to multiple locations including Dona Ana, McGregor, and Oro Grande. The acquisition is set aside for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide propane deliveries to various camp sites and range locations within the Fort Bliss and White Sands Missile Range (WSMR) areas of operations.

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for one-time propane deliveries.

• Deliveries are to sustain 80% fill on every tank.

• Contractor must comply with all applicable laws and regulations, including Federal, New Mexico, Texas State Law(s), OSHA, and Army/installation regulations.

• Deliveries are to achieve a goal of reaching 80% of the required propane amount for each tank.

• A Government Inspector must be present and sign for each delivery; payment is contingent on a signed delivery receipt.

• Spill prevention and control procedures must be maintained and submitted to the KO within 15 calendar days of contract award.

• Delivery dates will be determined by current tank levels, starting one day after contract award, and may be extended up to one month.

• Work will be performed throughout the Fort Bliss and WSMR Areas of Operations (AOs) in New Mexico and Texas, at specified propane tank locations.

• Contractor must be certified under the National Propane Gas Association prior to execution of deliveries and submit certification with the proposal.

• Contractor personnel must possess a valid U.S. driver's license, relevant certificates, and permits for vehicle operation.

• Contractor personnel must be U.S. Citizens or authorized to work in the U.S.

• All contractor personnel must be able to speak, read, write, and understand English fluently.

• Contractor employees must wear ID badges at all times while performing work.

• Contractor vehicles must be readily identifiable and properly licensed, insured, and registered.

• Contractor personnel must view Unexploded Ordnance and Wildlife Videos for WSMR.

• Cell phone usage is restricted on DoD installations.

• Contractor must provide spill kits for all vehicles and equipment and report spills.

• Contractor must provide 24-hour advance notice of delayed shipments.

• Contractor must provide a fill sheet once deliveries are complete.
