Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for two forced air-cooled resistive load banks to be supplied and installed, along with the removal of existing load banks.

• Supply two forced air-cooled resistive load banks: Load Bank 1 (880 kW capacity) and Load Bank 2 (265 kW capacity).

• Provide a manual exercising system for engine generators.

• Remove existing load banks from the premises.

• Submittals: Product data, detailed wiring diagrams, field test reports, certified product test reports, sound-level test reports, and maintenance data including spare parts lists.

• Performance: Load banks must be complete systems with necessary controls, capable of testing engine generators up to 100% of their rating. Sound levels must conform to Chapter 12 of the OBO Building Code.

• Project Conditions: Equipment must be suitable for continuous operation at full load in coastal environments, with specified ambient temperature and humidity limits.

• Manufacturers: Products must be from an approved list including Load Technology, Inc., Avtron Manufacturing, Inc., Alber Corp., Cannon Load Banks, Kohler Co., Post Glover Resistors, Inc., Power Conversion Systems, and SBP Industries.

• Configuration: Load banks to include enclosure with resistors, cooling fans, power control devices, and a control panel.

• Ratings: Load steps to be rated at 25 KW, 50 KW, 100 KW or a combination, with specific tolerances.

• Enclosures: Load enclosures for outdoor installation (NEMA 3R stainless steel), control enclosures for indoor use (NEMA 4 or 12 stainless steel). Specific paint and preparation requirements are detailed.

• Load Resistors: Open wire wound type, corrosion-resistant chromium alloy, operating below 67% of maximum temperature, installed in removable trays.

• Cooling System: Forced air-cooled, with one-piece cast aluminum fans driven by three-phase TEFC induction motors.

• Protective System: Includes cooling failure monitoring, airflow switches, temperature switches, fuses for load sections, and circuit breakers for cooling fans.

• Wiring and Load Bus: Specific ratings for load and control wiring, sizing at 125% of maximum ampacity. Load bus to be tin or silver plated copper.

• Power Controls: Controlled by contactors, with clearly labeled devices.

• Pilot Controls: Required control circuitry for switches and indicators, industrial oil-tight type. Includes Control Mode Switch (Auto-Off-Manual), Fan Control/Cooling Failure Reset, Master Load switch, and Load Step switches. Indicators for fan running, cooling failure, and load step energization.

• Control Power: Control circuits not exceeding 240 volts; Fan power 400 volt, 3 phase, 50 Hz.

Implied to be Colombo, Sri Lanka, with installation and removal of equipment.

• Compliance with OBO Electrical Code (NFPA 70).
• Electrical components to be listed and labeled by an acceptable testing agency.
• Removal of existing load banks.
• Final acceptance involves system adjustment, inspection, and demonstration of functionality and safety systems.
