Performance Standards / Metrics

The platform must support sending and receiving up to 40,000 SMS text messages per month per license. It must provide a management dashboard for program oversight, reporting, and analysis of return on investment, including near real-time conversation monitoring and filtering. The system should aim to produce higher lead-production rates and increase recruiter productivity, displaying metrics such as total outgoing messages, responses, and the nature of responses (positive, negative, or interest).

  • Contractual: Contractor must establish a single management focal Point of Contact (POC), be subject to government security assessments, provide help desk capability with on-call training, maintain message records for at least three years, and assign all intellectual property rights to the U.S. Government/Marine Corps.
