The contractor will purchase up to 350 software licenses annually for a duration of four years. The system must allow users to customize and automate content and communication, adhering to specified guidelines in Sections 4 through 6 of the PWS.

Performance Standards / Metrics
The platform must support sending and receiving up to 40,000 SMS text messages per month per license. It must provide a management dashboard for program oversight, reporting, and analysis of return on investment, including near real-time conversation monitoring and filtering. The system should aim to produce higher lead-production rates and increase recruiter productivity, displaying metrics such as total outgoing messages, responses, and the nature of responses (positive, negative, or interest).

- System Capabilities: Ability to upload lists, identify duplicates, support drip campaigns, create/update data as a single source of record, compatibility with MCRC's June 2020 End User Device (EUD) baseline (Windows 10, Chrome, Edge, IE11, Android), utilization of a DODIN-trusted Certificate Authority, tagging/managing/tracking SMS campaigns, "Text to Apply" functionality, "wildcard" for bulk messaging, provision of a generic phone number, and voicemail inbox for the SMS number.
- Contractual: Contractor must establish a single management focal Point of Contact (POC), be subject to government security assessments, provide help desk capability with on-call training, maintain message records for at least three years, and assign all intellectual property rights to the U.S. Government/Marine Corps.
