This RFI serves as market research to inform the Government's procurement strategy for PATSEMM, which will support operational PTW satellite communications missions.

Scope of Work (PATSEMM)

PATSEMM encompasses mission planning, mission operations, mission product generation, and systems integration for the PATS Family of Systems (PTWoW, PTS-G, PTS-P, Enhanced PTS-P, PTWoC) across both classified (SIPR) and unclassified (NIPR) environments. Key areas include:

  • Mission Planning (SIPR): Workflows, supportability analysis, resource determination/scheduling, mission request/approval, operator UX, interface implementation, metadata capture, and operation within security accreditation boundaries.
  • Mission Operations (SIPR): Building/integrating MMS Operations, execution of approved plans, C2 for PTW ground elements, configuration file generation, mission replanning, and cross-domain product preparation.
  • Cross-Domain Data Preparation: Preparing mission products for bidirectional transfer via Government-provided Cross Domain Solutions (CDS).
  • Mission Operations (NIPR): Receipt/processing of cross-domain products, configuration/artifact distribution, and coordination with network/host systems.
  • Interfaces and Integration: Implementing against Government-defined/approved ICDs for mission C2, enterprise mission management, and network management systems.
  • Transition and Operational Cutover: Building on existing capabilities, knowledge transfer, and risk mitigation.
