Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance and repair services for Becton Dickinson manufactured equipment and software at Brooke Army Medical Center (BAMC), JBSA-Ft. Sam Houston, TX.

• Provide scheduled and unscheduled services for Becton Dickinson Medical Equipment Systems.

• Scheduled services include preventive maintenance, operation verification, and certification, involving cleaning, calibrating, lubricating, and aligning mechanical and optical components. Services are performed semiannually or annually according to manufacturer specifications.

• Unscheduled services include repair and/or replacement of parts for system or component failures.

• Unlimited on-site repairs are required for unscheduled service requests, with a 1-hour telephone response and 4-hour on-site response for a down system.

• Quality Assurance: Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Scheduled Services: Coordinate arrival date/time with COR by the 15th business day of the month. Update DD Form 2163. Software updates based on original OS/Application configuration only. Service reports due NLT 72 hours after completion.

• Unscheduled Services: 1-hour telephone response, 4-hour on-site response. Service reports due NLT 72 hours after completion.

• Performance Requirements Summary (Technical Exhibit 1) details specific objectives, standards, thresholds (e.g., zero deviation, 90% performance threshold), and surveillance methods.

• Period of Performance: One Base Year (12 months) and four 12-month option years.

  • Base Year: April 1, 2026 - March 31, 2027
  • Option Years 1-4: April 1, 2027 - March 31, 2031

• Place of Performance: Brooke Army Medical Center, Building 3600, JBSA-Fort Sam Houston, TX 78234.

• Hours of Operation: Monday through Friday, 0730-1600 hrs, except Federal holidays or facility closures. Services outside normal hours require COR coordination.

• Non-personnel services contract; contractor personnel are accountable to the Contractor.

• Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Contractor personnel must have an access base pass approved by 502nd Security Forces Squadron.

• Field service technicians must be authorized, certified, and trained on Becton Dickinson equipment, with a minimum of two years' experience within the last 36 months.

• Contractor must adhere to applicable regulations, publications, manuals, and local policies (listed in Part 6).

• Contractor shall furnish all supplies, equipment, facilities, and services not provided by the Government.

• Government will provide access to devices/systems and necessary utilities.

• Deliverables include Maintenance Service Reports and Schedule Confirmation of Scheduled Service (Technical Exhibit 2).

Notice of Intent to Sole Source

This notice indicates the government's intent to award a sole source contract to Becton Dickinson and Company for a 12-month Base year and four (4) 12-month option periods. The contract will cover brand name Protection 1 Risk-Share Comprehensive Service Agreement for the maintenance and repair of Becton Dickinson manufactured equipment and software at Brooke Army Medical Center, JBSA-Ft. Sam Houston, TX. The acquisition will be conducted under FAR Part 13, Simplified Acquisition Procedures.

• Maintenance and repair services for specific Becton Dickinson equipment and software.

• The contract includes a 12-month base period and four 12-month option periods.

• Contract Type: Sole Source

• Period of Performance: 12-month Base Year + four (4) 12-month option periods.

• Basis of Award: Lowest price/technically acceptable. Award is ALL or NONE/BRAND NAME ONLY.

• This is not a request for competitive quotations.
