Submission & Evaluation
Quotes must be submitted via email to spencer.hamilton@usda.gov by March 11, 2026, at 5:00 PM Central Time. Required submission elements include company letterhead, pricing, SAM Unique Entity Identifier (UEI), acknowledgement of amendments, active SAM.gov registration, and completed electronic annual representations and certifications. Technical evaluation requires demonstrating experience with at least two, but no more than three, similar projects within the last five years. Past performance will also be assessed. Award will be made to the offeror representing the best value to the Government, based on Lowest Price Technically Acceptable (LPTA) criteria. Quotes must remain firm for 90 calendar days.
