Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Protestant Administrative Religious Education Support Services for the US Army Garrison (USAG) Fort Buchanan Religious Support Office (RSO), supporting comprehensive Protestant religious education programs and ensuring the free exercise of religious preference for military personnel, family members, and authorized civilians.

• Provide non-personal services including personnel, equipment, supplies, facilities, transportation, tools, and materials necessary for Administrative Religious Education Coordinator duties.

• Support religious education programs concurrently with the academic year, including tasks that may require holiday, evening, and weekend hours.

• Services are to be performed only when Unit Ministry Team (UMT) members, RSO Department of the Army (DA) Civilians, or volunteers are unable to perform, to avoid duplicating duties.

• Support the Command Master Religious Program (CMRP) mission.

• Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services meet PWS standards.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS).

• Specific performance objectives and acceptable quality levels are detailed in Technical Exhibit A (PRS), including 100% compliance for Combating Trafficking in Persons, 95% compliance for Attended Meetings, and 100% compliance for providing the Monthly Protestant Administrative Religious Education (RE) calendar, preparing facility reservation forms, developing flyers, and reporting attendance.

• Place of Performance: US Army Garrison Fort Buchanan, including Chapel Bldg 183, Chapel Annex Bldg 292, Religious Support Office Bldg 292, and other RSO office or event locations.

• Workdays and hours will vary according to the approved Calendar of Events and specific tasks.

• Non-Personal Services Contract: No employer-employee relationship is created.

• Security Requirements: Contractor personnel require a Tier 1 w/ SCHR background check, including criminal history checks for individuals working with children under 18. Failure to complete these checks results in contract termination. Background checks are initiated and paid for by the Government.

• Physical Security: Contractor is responsible for safeguarding government equipment, information, and property.

• Key Personnel: A Primary Point of Contact (POC) is required, responsible for overall management and performance. A Protestant Administrative Religious Education Coordinator is also required.

• Training: Required training includes AT Level I, iWATCH, OPSEC, Cyber Awareness, PII, and Child Protection training, with specific timelines for completion and submission of certificates.

• Government Furnished Items: Includes office space, desks, telephones, computers, fax machines, utilities, and access to chapel/congregational spaces. Musical instruments will be provided but may not meet the definition of GFP/GFE.

• Contractor Furnished Items: Includes all supplies, equipment, facilities, and services not listed as Government Furnished.
