Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Protestant religious education services for elementary school-age children (Grades K-5) aboard Marine Corps Air Station Iwakuni (MCASI).

• Coordinate and manage the overall Protestant Religious Education program for elementary-age children.

• Recruit, train, schedule, and supervise volunteers for Children's Church and Vacation Bible School (VBS).

• Conduct 52 weekly 1-hour Children's Church meetings on Sunday mornings.

• Conduct 2 Holiday Specials per year.

• Plan, coordinate, and supervise a 3-day, 3-hour per day VBS program during the DoDEA summer break.

• Maintain volunteer rosters, program records, and continuity files.

• Forecast resources and budget requirements quarterly.

• Submit program plans and schedules to the Command Chaplain at least 90 days prior to events.

• Create and communicate program advertisements/promotions at least 30 days prior to events.

• Attend monthly meetings with the Command Chaplain or Chapel Staff.

• Submit monthly and annual reports.

• Report any incidents or complaints within specified timeframes.

• Accuracy: 100% for all tasks including coordination of services, presentations, VBS, volunteer ratios, and report submissions.

• Surveillance Method: Inspection.

• Incentive: Payment.

• Period of Performance: One base period (May 1, 2026 - April 30, 2027) plus two option periods (May 1, 2027 - April 30, 2028 and May 1, 2028 - April 30, 2029).

• Place of Performance: Aboard MCAS Iwakuni, within chapels or approved facilities as directed.

• Contractor personnel must undergo background checks.

• Contractor must comply with installation protocols for typhoon conditions.
