The purpose is to conduct market research to identify potential sources capable of providing a Protestant Music Director and Musician. This notice is for information only and is not a request for proposal, quote, or an announcement of a solicitation. It does not obligate the government to award a contract or issue a solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Protestant Worship Leader at Shaw Air Force Base. The objective is to provide personnel, equipment, and services for Protestant worship services, enhancing the worship experience and enabling spiritual renewal.

• Provide live music to enhance worship services.

• Offer structure for musicians and volunteers within the music ministry.

• Lead the musical portion of worship services.

• Prepare musical selections and accompaniment.

• Lead instrumentalists, vocalists, and the congregation.

• Perform as a musician during weekly Protestant worship services.

• Coordinate with the assigned chaplain for worship service planning.

• Conduct weekly rehearsals (120 minutes each) and lead them for vocalists and musicians (minimum 30 minutes).

• Provide musical oversight and accompaniment for Protestant worship services, including special services (e.g., New Year's Eve, Christmas Eve, weddings, funerals, memorials).

• The contractor must maintain a satisfactory score on the annual Worship Satisfactory Survey.

• A mid-term feedback survey will be provided after six months.

• Performance objectives include providing song selections, being on time for rehearsals and services, conducting special services, planning and directing weekly rehearsals, providing musical oversight, and meeting the congregation's musical needs.

• Performance thresholds include no more than one missed service per calendar year, no more than three late arrivals for rehearsals or services, and no more than three verified complaints per calendar year.

• Period of Performance: One (1) Base Year of 12 months, with four (4) 12-month option years.

• Place of Performance: Primarily at Palmetto Chapel, Building 912 – Shaw AFB, SC.

• Non-personnel services contract: Government will not exercise supervision or control over service providers.

• Contractor must develop and maintain an effective quality control program.

• Contractor personnel must comply with all security requirements, including background checks and base access procedures.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Contractor must comply with environmental management system requirements.

• Special Qualifications: Minimum of three years of leadership experience in Protestant worship, demonstrated skills in voice and at least one instrument (piano, keyboard, or acoustic guitar), and ability to work with diverse groups.

• Key Personnel: Contractor, Contract Manager/Alternate, and Subcontractor are considered key personnel.

• Contractor will not be reimbursed for travel expenses.

• Contractor must report all labor hours via a secure data collection site (ECMRA link).
