• Evaluation will be based on Price and Technical Acceptability.

• The acquisition is set aside 100% for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Protestant Religious Education (RE) Coordinator at Ellsworth Air Force Base (AFB), South Dakota. The RE Coordinator will be responsible for administrative functions and making recommendations to the Protestant Chaplain regarding the development and implementation of the Protestant RE program.

• Provide all personnel, labor, materials, and transportation to support the Ellsworth AFB Chapel Protestant RE program.

• Serve as the primary coordinator, teacher, facilitator, and organizer of the Protestant RE program.

• Develop and maintain the Ellsworth AFB Chapel Protestant RE Program.

• Assist the Protestant Chaplain in developing the annual calendar of events, budgets (Chapel Tithes and Offerings Fund, Appropriated Fund), and volunteer training requirements.

• Ensure facility requests for RE programs are processed.

• Propose and implement advertisements for RE programs and events.

• Coordinate purchase requests for RE programs.

• Attend meetings to report on RE activities, events, and budget updates.

• Coordinate with the Protestant Chaplain and volunteers to create effective RE programs.

• Provide recommendations for annual volunteer recognition.

• Provide a replacement for planned or unscheduled absences to ensure 100% coverage.

• Recruit, train, and manage volunteers for Protestant RE programs.

• Ensure security and cleanliness of all utilized facilities.

• Ensure background check qualified adult supervision is present for activities involving individuals under 18.

• Maintain a professional attitude and environment.

• Ensure applicable facilities are opened, equipped, and ready for use.

• Provide and maintain adequate supplies and inventory of consumable materials and RE resources.

• Lead coordination and facilitate the annual Vacation Bible School (VBS) or equivalent program.

• Record attendance at all RE programs and events, reporting numbers and maintaining electronic records.

• Maintain a continuity file for RE programs and submit after-action reports.

• May be required to attend and/or participate in Chaplain Corps conferences or training.

• Attendance reporting within 2 days of event conclusion.

• After-action reports submitted electronically within 5 calendar days following the close of each event.

• Projected material and resource needs report submitted by 30 September annually.

• Quality Control: Chaplain or designee will monitor and inspect performance.

• Non-compliance notification and opportunity to correct within 10 calendar days.

• Services are to be performed at Ellsworth AFB, South Dakota.

• Duty Hours: Approximately 80-100 hours per month. Core work hours are 14 hours on site during normal office hours and 6 flex hours for weekends/events outside normal duty hours.

• This is a non-personal service contract.

• Foreign nationals are not eligible.

• Minimum of 2 years of PROTESTANT RE leadership experience required.

• Fluency in reading, writing, and speaking English.

• Understanding of basic doctrines and worship practices of the PROTESTANT faith.

• Desired skills include interpersonal, professional organization, communication, computer proficiency (Microsoft Office), and budget management.

• Mandatory background check for all contractors working with children under 18.

• Volunteers working with youth under 18 must have a favorably adjudicated background check.

• Contractor is responsible for filing applicable taxes and obtaining business licenses.

• Contractor shall not perform inherently governmental functions.

• Privacy Act of 1974 applies; all Government-provided materials are considered Government property.
