Scope of Work
The required services support the NOAA Ship Pisces for approximately 10 days between June 1, 2026, and September 15, 2026 (anticipated moorage July 8-25, 2026). Key services include:
- Port Operations: Pilotage, compulsory tug services, pier space, line handlers, brow rental (optional), customs and immigration support, fuel coordination.
- Logistics & Support: Potable water, bilge water & oil residue removal, medical assistance, sewage removal, garbage removal, airport crew pick-ups/drop-offs, linen services, air freight clearance and transfers.
- Additional CLINS: 24/7 pier security, procurement and delivery of miscellaneous parts and supplies, forklift with licensed operator, food stores (produce, dairy, frozen goods, meats, dry goods), ground transportation (vans and sedans with drivers), and husbanding agent services. Optional services may also be required. Vendors may propose an alternative suitable logistical port within the Canary Islands.
Contract Details
- Contract Type: Firm Fixed-Price.
- Period of Performance: June 1, 2026 – September 15, 2026.
- Place of Performance: Las Palmas de Gran Canaria, Spain, or an approved alternative Canary Islands port.
- Evaluation: Award will be based on Best Value to the Government, considering experience/past performance, availability (services, dates, pier location), and price. Option CLINs will be evaluated on overall availability and best price.

- Required Information: Quotes must include SAM.gov registration (active), a detailed itemized cost proposal in Excel, a statement of agreement with terms, acknowledgement of amendments (SF-30), and at least three references for similar vessel husbandry/port services within the past three years.
- Amendment 0002: Vendors must provide detailed information about their intended local port agent partner, including company name, address, years in business, years operating at the port, assigned individual agent's name, and their years of employment and service at the port. Failure to provide this information may lead to a non-responsive quote.
- Amendment 0001: Added FAR 52.204-9, FAR 52.204-23, CAR 1352.237-71, and CAR 1352.237-73 clauses.
