Solicitation / RFP / RFQ

• Period of Performance: Base period is from June 1, 2026, to September 15, 2026. Anticipated moorage dates are July 8-25, 2026.

• Place of Performance: NOAA Ship Pisces, Las Palmas de Gran Canaria, Spain. Vendors may propose alternative ports within the Canary Islands.

• Contract Type: Firm-fixed-price.

• Evaluation: Best value to the government, considering experience, past performance, and price. Option CLINs will be evaluated based on best price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for ships husbanding and associated services for the NOAA Ship Pisces during its visit to Las Palmas de Gran Canaria, Spain.

The husbanding agent will provide a range of services to support the NOAA Ship Pisces during its port call. Key services include:

• Pilotage: Two (2) transits with an internationally recognized pilot.

• Compulsory Tug: Provision for tugs for arrival and departure, with options for standby tugs.

• Pier Space: Guarantee of dedicated pier space for the entire duration of the stay, with specific depth and access requirements.

• Line Handlers: Provision of at least two line handlers for arrival and departure.

• Brow Rental: Optional, if the ship's brow is insufficient.

• Customs and Immigration Support: Coordination for crew entry and exit.

• Potable Water: Delivery of up to 2500 U.S. gallons per day.

• Bilge Water & Oil Residue Removal: Up to 2700 gallons total, off-loaded by truck.

• Medical Assistance: Liaison with local hospitals and transport if needed.

• Sewage Removal: Offload by pipeline or truck, up to 4000 U.S. gallons per day via pipeline.

• Garbage Removal: Approximately 6.2 cubic meter skip or 8-yard dumpster, emptied as needed.

• Airport Crew Pick-ups and Drop-offs: Assistance for up to 30 crew travelers, with specific driver requirements.

• Linen Service: Pick-up and delivery of up to 220 lbs of linens.

• Air Freight: Customs clearance and ground transport.

• Fuel: Coordination with the port for fuel purchase (purchase itself is outside this contract).
