Scope of Work
The selected vendor will provide comprehensive husbanding agent services for the NOAA Ship Pisces for approximately 10 days between August 11-29, 2026, within the period of June 1, 2026, to September 15, 2026. Services include:
- Port Operations: Pilotage, compulsory tug services, guaranteed pier space (ISPS certified, specific dimensions/depth), line handlers, customs and immigration support.
- Logistics & Support: Potable water delivery, bilge water and oil residue removal, medical assistance liaison, sewage offload, garbage services, airport crew pick-ups/drop-offs, linen services, air freight clearance and transfer, and fuel coordination.
- Equipment & Personnel: Pier-side security (24/7 watch standers), procurement and delivery of miscellaneous parts/supplies, forklift with licensed operator, shoreside crane with licensed operator and qualified support team.
- Provisions & Transport: Food stores (produce, dairy, frozen goods, meats, dry goods) and ground transportation (10-passenger vans and 5-passenger sedans with drivers).
- Husbanding Agent: Act as a single point of contact, ensuring punctuality and coordination of all services.
- Optional Services: Additional services from CLINs 0001-0008 may be allocated funds.

Submission Requirements
Vendors must submit:

- Statement of agreement with all terms and conditions.
- Acknowledgment of solicitation amendments (SF-30), if any.
- At least three references for similar vessel husbandry/port services performed within the past three years, including POCs and service descriptions.
Important Notes
Amendment 0001 added several clauses, including FAR 52.204-9 (Personal Identity Verification), FAR 52.204-23 (Prohibition on Kaspersky Lab), CAR 1352.237-71 (Security processing), and CAR 1352.237-73 (Foreign national visitor access), and extended the solicitation deadline.
