This solicitation is a Request for Quote (RFQ) for the rental of one (1) warehouse-style forklift for the Nuclear Power Training Unit (NPTU) in Goose Creek, SC. The government is procuring this service to support operations at the NPTU.

• One (1) warehouse-style forklift rental, similar to Mitsubishi FD70E or Yale GT155VX.

• Minimum 15,000 lb. capacity.

• Diesel-powered with cushioned tires and minimum 8' long lifting forks.

• Suitable for use on asphalt and pavement.

• Includes all necessary support, maintenance, and repair for normal equipment wear and tear at no additional charge.

• Delivery to Naval Weapons Station Charleston (NPTU), Goose Creek, SC.

• Pickup of the forklift upon contract completion.

• The forklift must be equipped with an audible alarm for forward and reverse movement, horn, fuel gauge, hour meter, headlights, taillights, stop light, and puncture-proof tires (e.g., polyfoam filled).

• Must have overhead guards for operator safety.

• Must have suitable attachments for overhead lifting, with specific design requirements for lifting attachments and load charts.

• Must have tie-down points as designated by the manufacturer.

• Must have a seat belt.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: 12 months, from April 27, 2026, to April 26, 2027.

• Price: Will not be the sole factor but may be used to determine the award if all other evaluation criteria are equal. Price will be evaluated for reasonableness.

• The acquisition is listed as "UNRESTRICTED."

• Offerors must confirm their ability to meet the delivery date, which is a time-sensitive requirement.

• Pricing format requires monthly, weekly, and daily rates, including all costs.

• Offerors must submit one unredacted and one redacted quote.

• Installation access may require a Defense Biometric Identification System (DBIDS) credential. Details are provided in Section C.

Statement of Work (SOW)

This Statement of Work outlines the requirements for providing a warehouse-style forklift on a rental basis for one year.

• Forklift Requirements: Provide a diesel-powered forklift with cushioned tires, minimum 8' long lifting forks, and a minimum 15,000 lb. capacity. It must be suitable for use on asphalt and pavement.

• Delivery/Pick-up: Deliver and pick up the forklift at NPTU, 1260 Snow Point Road, Goose Creek, SC 29445. Access to the Naval Weapons Station Charleston is required for delivery drivers, but not the Nuclear Power Training Unit itself.

• Support: Provide technical support, and all parts for normal wear and tear repairs at no additional charge.

• Enclosures: The forklift supplied should be similar to those described in Enclosure 1 (Mitsubishi) and Enclosure 2 (Toyota) product descriptions.

• Meet the delivery driver at NPTU for delivery and pick-up.

• Safely transport the forklift within NPTU and Building 380 of Naval Weapons Station Charleston as needed.

• The contract period of performance is from 4/1/2026 through 4/1/2027.

• Installation Access: New contractors/vendors/suppliers requesting base access after May 31, 2017, must obtain a Defense Biometric Identification System (DBIDS) credential. Information on obtaining a DBIDS card is provided, including procedures for those with and without existing Navy Commercial Access Control System (NCACS) cards.

• Portable Electronic Devices (PEDs): Use of PEDs is prohibited in Department of Navy Submarine spaces.

• Safety: Contractors must follow Federal and State OSHA requirements, including Hazardous Energy Control (HEC) procedures, as identified in NAVSEA's Occupational Safety, Health, and Environment Corporate Manual (OSHECM).

• Additional Work: Any work outside the scope of the contract requires written authorization from the Contracting Officer.

• Rental units shall be picked up by the Contractor on the morning after the contract period of performance expires. If this date falls on a weekend or holiday, pick-up may be arranged for the next business day at no additional cost. Any difficulties must be reported to the Contracting Officer.
