This amendment modifies the solicitation with the following changes:

• The submission deadline for offers has been extended to February 12, 2026, at 1700 hrs (India Time).

• Questions and Answers (Q&A) are provided on pages 2 to 4 of this SF-30 amendment.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for providing, installing, and commissioning fountains at the U.S. Embassy in New Delhi, India, specifically in front of the Chancery Building's Arrival Plaza.

• The contractor is responsible for all Mechanical, Electrical, and Plumbing (MEP) works, from the pump room to the fountain site.

• This includes providing and installing new plumbing lines, electrical conduits, and a new electrical panel.

• The contractor will provide and install new pumps, considering options for priming pumps in the pump room or submersible pumps with each nozzle. The U.S. Government (USG) will decide on the final system during bid evaluation.

• Electrical and mechanical work within the new pump house is included, with the Embassy providing water and electrical connections to the pump house.

• The scope covers all work after the pump house.

• Jets: To be constructed of stainless steel. The system includes three categories of jets: an outer ring of 12 solid stream arching jets, an inner ring of 4 solid stream vertical jets, and one central solid stream vertical jet. Specific orifice sizes, trajectories, and heights are detailed. Jets are to be manufactured by Crystal Fountains, PEM Fountain, or approved equal.

• Lighting: Includes 8 RGBW LED light fixtures in the inner jet ring and 1 RBGW LED light per arching jet. Underwater junction boxes are specified, and fixtures must be wet-dry rated with bronze or stainless steel bodies.

• Display Systems: Utilizes two pumps (DP-1 and DP-2) for independent operation of different jet groups. Specific pump types, horsepower, and operating parameters are provided.

• Filtration and Water Treatment: A filter system sized for a 4-hour turnover is required, along with a self-priming end-suction filter pump and a high-rate sand filter tank. Water treatment via a tablet feeder is specified.

• Piping: Schedule 80 PVC and fittings for the equipment shed, Schedule 40 PVC and Schedule 80 PVC fittings for in-ground piping, and brass or stainless steel for exposed piping. Velocity limits for piping are defined.

• Conduit: Minimum size of 21mm (3/4") trade size, with specific types for different applications.

• Water Supply: A 25mm or 32mm potable water supply for fill and makeup, including a wye strainer and backflow preventer. The system includes a backwashing sand filter directing water to sanitary.

• Power and Control System: Requires a NEMA 4X integrated power/control/load-distribution panel, control enclosure air conditioning, and variable frequency drives. Specific manufacturers or approved equals are listed.

• Wind Control: An ultrasonic wind speed sensor will manage system operation based on wind conditions to reduce spray.

• Place of Performance: New Delhi, India.

• Total Period of Performance: 60 days (on site).

• Key Milestones: Proposals evaluated on total fixed cost. Payment milestones include 40% upon material delivery, 30% upon installation/commissioning, and 30% upon final handover.

• Submittals: Contractors must provide shop drawings, cut sheets, executed bonds, insurance certificates, crew identification, subcontractor lists, project schedules, Construction Accident Prevention Plans, and manufacturer data sheets.

• Substitutions: Written requests for substitutions must be submitted at least two weeks prior to the Proposal Date.

• Quality Control: The vendor is primarily responsible for QA, with the USG retaining the right to inspect and test services.

• Storage of Materials: A laydown area will be provided, but the contractor is responsible for material storage, protection, and security.

• Temporary Facilities: Temporary water and electrical connections will be provided free of cost, but the vendor is responsible for distribution and lighting.

• Project Procedures: Contractor must conduct operations to minimize inconvenience to Embassy occupancy. Working hours are Monday-Saturday, 8:30 AM to 5:00 PM.

• Safety: Contractor is responsible for safety compliance and must prepare a Construction Accident Prevention Plan.

• Security: Personnel clearances require a minimum of 21 days. Local labor must be escorted. Vehicle clearances and site access procedures are detailed.

• Proposal Requirements: Include company profile, contact names, proposed materials, evidence of established business in India, subcontractor lists, licenses, organization chart, and resumes for key personnel.

• Evaluation Criteria: Based on similar past performance, licenses, financial strength, successful completion of relevant projects (similar cost/complexity, fountain/water feature, high-profile/international client, NCR location), and experience of key personnel.
