Provision & Installation of RTU (YORK) HVAC

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure supply and installation services for replacing HVAC Roof Top Package Units (RTU) in warehouse buildings at the new embassy compound in Islamabad, Pakistan.

• Supply of New RTU Units: Provide new RTUs compliant with ASHRAE Standard 90.1 (energy efficiency) and ASHRAE Standard 62.1 (ventilation). Contractor is responsible for procurement, handling, and delivery logistics.

• Supply of Air Devices & Duct Accessories: Provide all required air devices and duct accessories compatible with new RTUs and existing infrastructure, adhering to ASHRAE Standard 55 and SMACNA standards.

• Supply of Ducting or Modifications: Supply new ducting and perform necessary modifications to existing ductwork for proper connection to RTUs, following SMACNA standards.

• Supply of Electrical Wires, Panels, etc.: Provide and install all electrical materials required for RTU installation, compliant with NEC and ASHRAE guidelines.

• Supply of BAS Devices: Supply, install, and configure Building Automation System (BAS) devices for monitoring and controlling HVAC systems, compliant with ASHRAE Guideline 13.

• Decommissioning and Dismantling: Safely remove and transport existing RTUs to a designated location.

• Modification of Concrete Pad and Duct Connections: Assess and modify existing concrete pads and duct connections as needed for new RTUs.

• Shifting of New RTU: Safely transport and place new RTUs onto the warehouse rooftop.

• Installation of New RTU: Perform complete installation of new RTUs, including mechanical, electrical, and control connections, per ASHRAE and SMACNA standards.

• Testing and Commissioning: Conduct comprehensive testing and commissioning of new RTUs, controls, and BAS devices per ASHRAE Guideline 1.1.

• Balancing the New HVAC System: Perform air and system balancing according to ASHRAE Standard 111 and SMACNA standards.

• Training: Provide comprehensive training to the Post maintenance team on operation, troubleshooting, and maintenance of installed systems.

• Warranties, Guarantees, and Maintenance Period: Provide a minimum one-year warranty on all supplied items and perform standard maintenance services during the warranty period.

• All work must comply with the latest applicable standards and guidelines from ASHRAE and SMACNA.

• Materials and devices must be UL listed or CE listed.

• Product data sheets, certifications, and samples must be submitted for COR approval before procurement and installation.

• Final system performance must meet project specifications before handover.

• Supply and Delivery: Six to eight months from contract award.

• Installation, Testing, Commissioning, Training, and Closeout: Thirty (30) days following complete delivery of materials.

• Place of Performance: Warehouse buildings in the new embassy compound (NEC), Islamabad, Pakistan.

• Turnkey Basis: Contractor is responsible for all labor, materials, equipment, tools, and accessories.

• Health and Safety: Compliance with U.S. Embassy health and safety regulations, EM 385-1-1 codes, and OSHA standards, including PPE, fall protection, and scaffolding.

• Personnel: Qualified, trained, and healthy workforce. A designated site supervisor is required.

• Site Access: Contractor personnel are permitted on-site solely for contractual duties. Escorts will be provided within USG properties.

• Hours of Performance: Normal building hours (0800-1630, Monday-Friday), unless otherwise approved by COR. Work may be required after hours or on weekends/holidays with COR approval.

• Site Procedures: Pre-work site inspection and submission of a comprehensive lifting and rigging plan for approval.

• Turnkey Responsibility: Contractor is responsible for providing a qualified workforce and ensuring all personnel are trained, equipped, and capable of performing duties safely and efficiently.
