Delivery is to the U.S. Embassy Windhoek Warehouse, 28 Gold Street, Prosperita, Windhoek. Detailed vehicle specifications are provided in the solicitation, covering aspects like transmission, drive type, tires, suspension, engine, and interior/exterior features. Contract Details

This will be a Firm Fixed-Price purchase order/contract. Delivery is required within 90 days after contract award or no later than July 15, 2026. All prices must be quoted in Namibian Dollars (NAD) and include all labor, materials, overhead, profit, and transportation. The U.S. Embassy will assist with a VAT waiver (CERT A). The opportunity is subject to FAR 52.229-12 - Tax on Certain Foreign Procurements (FEB2021), which may subject payments to a 2% excise tax.

Submission & Evaluation

Offers must be submitted in English by March 2, 2026, at 17:00 Namibian time. Electronic submissions are permitted via windhoekbidsubmission@state.gov, with a 15MB file size limit per email (multiple emails allowed). Required submission documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM registration. A Volume II Technical Proposal, including company profile, references, key personnel, equipment, and a strategic plan, is also required. Award will be made to the lowest priced, acceptable, responsible quoter, considering financial resources, performance record, integrity, organization, experience, skills, and equipment.

Clarifications & Notes

Bidders are encouraged to clarify the intended operational role and minimum medical treatment capability required for the ambulances, as the solicitation outlines three capability tiers (Patient Transport, First Responder, Full ALS).
