This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under FAR Subpart 12.6 and FAR 13.5. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires a service contract to remove equipment and material from buildings to provide space for upcoming military construction projects. The requirement is detailed in the attached Performance Work Statement (PWS).

• Relocation of warehouse equipment and materials from PSNS & IMF CIA Building 147 and/or 367 to a government-controlled leased storage facility (max 21 miles).

• Relocation of classroom/office furniture and materials (less than 2 miles) from Building 445 to Building 502 on Naval Base Kitsap - Bremerton.

• Delivery is FOB Destination.

• Contract Type: Firm Fixed Price Commercial Service.

• Period of Performance: 7 May 2026 – 31 Dec 2026.

• This is a non-personnel services contract.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA). Price and technical acceptability will be considered. Award will be made to the offer that represents the best value.

• This requirement is a 100% total small business set aside.

• NAICS Code: 484210 (Used Household and Office Goods Moving), with a size standard of $34M.

• Vendors must be registered in the System for Award Management (SAM.gov).

• Proposals must include all required information as per FAR 52.212-1, including company information, completed CLIN pricing, and a statement of agreement with terms and conditions.

• Pricing data, such as published pricing or invoices for similar services to other commercial sources, should be included.

Statement of Work (SOW) / Performance Work Statement (PWS)

To support military construction projects at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), this contract requires the relocation of Government equipment and materials from affected buildings.

• Effort 1: Relocate warehouse equipment and materials from PSNS&IMF CIA Buildings 147 and/or 367 to a government-controlled leased storage facility (max 21 miles) or an alternate location within PSNS&IMF CIA. This includes approximately 600 pallets/bins/crates (avg. 1,144 lbs each) and up to 50 miscellaneous large items (avg. 2,288 lbs each).

• Effort 2: Relocate classroom/office furniture and materials from Building 445 to Building 502 on Naval Base Kitsap – Bremerton (less than 2 miles).

• Contractor responsibilities include providing personnel, equipment (including forklifts capable of lifting 6,000 lbs), supplies, transportation, packing materials, and trash removal.

• Contractor must ensure palletized items are secured for transport and pack classroom/office materials.

• Contractor must ensure no damage to government property, facilities, or surrounding areas.

• Workers must wear proper safety gear.

• Contractor must coordinate with the Contracting Officer Representative (COR) for move planning, scheduling, and any special requirements (e.g., disassembling equipment, blocking roadways).

• Period of Performance: May 7, 2026, to December 31, 2026.

• Pickup Locations: PSNS&IMF CIA, Naval Base Kitsap (NBK) – Bremerton (Buildings 147, 367, 445).

• Primary Delivery Locations:

  • Warehouse materials: 12 Trees Business Park, Poulsbo, WA 98370.
  • Classroom/office materials: Building 502, NBK – Bremerton.

• Alternate Delivery Locations: Other buildings within PSNS&IMF CIA (within 2 miles) or an alternate government-controlled leased facility (less than 21 miles).

• Contractor must provide their own lifting and handling equipment.

• No loading docks are available at most locations; box vans or smaller trailers are advisable for the classroom/office move.

• Contractor must coordinate with COR for any operations that may inhibit normal traffic flow.

• Commercial truck traffic is limited to normal gate hours (0500-1700 Mon-Fri), excluding federal holidays. Coordination is required for work outside these hours.
