Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Board Certified/Board Eligible Physician Services on-site at the Robley Rex VAMC in Louisville, KY, for the Department of Veterans Affairs.

• Provide psychiatry physician services to VA beneficiaries.

• Services include inpatient care (collaboration with VA staff, admitting, diagnosis, treatment plans, discharge/transfer, medical record documentation) and outpatient care (evaluating new and existing patients, including severely mentally ill, post-discharge follow-up).

• Contractor physicians will operate clinics, examine patients, interpret reports, and provide direct patient care (estimated 95% of time).

• Services are required on Saturdays, Sundays, and all Federal Holidays from 8:00 AM to 4:00 PM.

• Contractor must provide six (6) competent and qualified physicians.

• Physicians must be Board Certified/Board Eligible by the American Board of Psychiatry and Neurology.

• Care must meet or exceed national standards set by ABPN, The Joint Commission, and the American Hospital Association.

• Performance will be monitored via Focused Provider Practice Evaluation (FPPE) and Ongoing Provider Practice Evaluation (OPPE).

• Key performance measures include Provider Quality Performance, Qualifications of Key Personnel, Scope of Practice/Privileging, Patient Access, Patient Safety, Licensing/Registration/Certification, Mandatory Training, and Privacy/Confidentiality/HIPAA compliance.

• Specific acceptable quality levels (AQLs) are defined for each measure (e.g., 95% of staff meet standards for Provider Quality Performance).

• Patient safety incidents must be reported within 24 hours.

• Place of Performance: Robley Rex VAMC, 800 Zorn Avenue, Louisville, KY 40206.

• Services required on weekends and Federal Holidays.

• Physicians must hold a current, full, and unrestricted license to practice medicine in any U.S. state, territory, or commonwealth.

• Physicians must be currently certified in Basic Life Support (BLS).

• Contractor must ensure physicians are credentialed and privileged by the VA Medical Executive Board and Medical Center Director before providing services.

• All assigned personnel must be technically proficient in necessary skills and fluent in English.

• Mandatory training includes BLS, Active Threat, Blood Administration, EHR, Government Ethics, Hospice/Palliative Care, Military Sexual Trauma, PACT Act, Patient Abuse/Rights/Safety, Violence Prevention, Workplace Harassment, Suicide Prevention, Infection Control, VA Core Values, Privacy/HIPAA, and VISTA Imaging.

• Personnel must undergo Tuberculosis, MMR, Varicella, and Influenza testing/vaccination.

• Contractor must provide proof of professional liability insurance and comply with tort liability requirements.

• Physicians are prohibited from referring VA patients to contractor's or their own practices.

• Contractor personnel are not considered VA employees.

• Contractor must have a contingency plan for physician replacement.

• All contractor personnel must comply with VA information security and privacy requirements, including training and reporting of incidents.

• Anticipated Period of Performance: Projected to be a one-year base period with four one-year option periods (subject to change).
