Amendment / Modification

This amendment modifies the original solicitation with the following changes:

• Contract Type: Changed to a single Labor Hour type purchase order.
• Pricing Structure: Updated to include estimated hours (8 hours/week for 37 weeks = 296 hours total) for Psychological-Counseling services across Base Year, Year 1 (OY1), and Year 2 (OY2).

• Statement of Work (SOW): The SOW on Page 15 has been replaced with a new version. This new SOW details the requirement for Psychological/Counseling Services at Tohaali Community School in Toadlena, New Mexico, for the Bureau of Indian Education (BIE). It specifies the need for licensed psychologists in New Mexico, anticipates serving approximately 12 students per year with 8 hours of service per week (1 day/week for 37 weeks), and outlines detailed objectives and responsibilities for service providers.

Pages 1, 4, 12, 15, 19, and the Solicitation Header have been affected by these changes. The Statement of Work has been entirely replaced.

Bidders should ensure their proposals and pricing reflect the Labor Hour contract type, the updated SOW requirements, and the revised evaluation criteria for key personnel. The deletion of the original "Time Frames and Deliverables" section means bidders should refer to the updated SOW for performance expectations.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, specifically "In person Psychology-Diagnostic Services." The Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single "Time and Material (including Labor Hour)" type purchase order. The services are for the Tohaali Community School in Newcomb, New Mexico, to provide diagnostic psycho-educational services to identified or referred special education students.

• Provide diagnostic psycho-educational services to students attending BIE schools on the Navajo Reservation.

• Services include observing, screening, evaluating students, planning treatment, participating in multi-disciplinary teams for Individual Educational Plans (IEP), conducting assessments, generating written reports, and providing technical assistance to teachers and parents.

• Maintain administrative records and files in compliance with policies and regulations.

• Key personnel must possess a Master's degree in Psychology-Diagnostic from an accredited institution and a current New Mexico License/Certification in Psychology Diagnostic.

• Background investigations are required for all contractor employees who will be onsite or have access to Personally Identifiable Information (PII).
